1. AB2020-030 Confirm Committee Chair Selection
This item was discussed before the meeting was called to order and will need to be
confirmed at the next meeting.
Tyler Byrd and Rud Browne were NOMINATED and Byrd was
APPOINTED.

Roll Call
Committee member Tyler Byrd called the meeting to order at 10:50 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
Present: 3 - Rud Browne, Tyler Byrd and Kathy Kershner
Absent: None
Also present: Barry Buchanan, Todd Donovan, Ben Elenbaas, Carol Frazey
Countv Executive's Report
There was no Executive report.
Committee Discussion and Recommendation to Council
1. AB2020-010 Request authorization for the County Executive to enter into an interlocal agreement
between Whatcom County and the cities of Bellingham, Blaine, Everson, Ferndale,
Lynden, Nooksack, and Sumas to govern the administration of surcharge funds
generated as a result of substitute house bill 1406 and RCW 82.14.540
Ann Beck, Health Department, submitted two handouts (on file) and updated the
committee on Substitute House Bill 1406, which allows cities and counties to retain a
portion of sales and use tax for affordable and supportive housing, and the plan for
administering those funds.
Browne moved that the Interlocal be recommended for approval.
Councilmembers, Beck, and Tyler Schroeder, Executive's Office, discussed the
Interlocal and determining how the funds will be used.

Browne's motion that the Interlocal be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:
Aye: 3 - Browne, Byrd and Kershner
Nay: 0
Absent: 0
Browne moved to recommend to the full Council to write a letter in support of a
focus on building additional housing stock as opposed to rental assistance and then
withdrew his motion and proposed that Councilmembers continue having discussion
on the issue.
Satpal Sidhu, County Executive, offered his perspective.
2. AB2020-019 Request authorization for the County Executive to enter into an Interlocal agreement
between Whatcom County and Washington State Department of Social and Health
Services for community based solutions for improving the ease of access to services
and resources, in the amount of $70,000
Browne moved that the Interlocal be RECOMMENDED FOR
AUTHORIZATION. The motion carried by the following vote:
Aye: 3 - Browne, Byrd and Kershner
Nay: 0
Absent: 0
3. AB2020-005 Request authorization for the County Executive to enter into an intergovernmental
agreement between Whatcom County and the State of Washington Office of the
Secretary of State for the county's share of the costs of the VoteWA system in the
amount of $56,709 through June 30, 2025
Browne moved that the Contract be recommended for authorization.
Diana Bradrick, County Auditor, answered questions about whether this is funded by
the State and the cost to the County per year.
Browne's motion that the Contract be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:
Aye: 3 - Browne, Byrd and Kershner
Nay: 0
