Roll Call
Council Vice Chair Todd Donovan called the meeting to order at 3:50 p.m. in the
Council Conference Room, 311 Grand Avenue, Bellingham, Washington.
Present: 6 - Barbara Brenner, Barry Buchanan, Tyler Byrd, Todd Donovan, Satpal Sidhu
and Carol Frazey
Absent: 1 - Rud Browne
Committee Discussion
1. AB2019-586 Discussion with Chief Civil Deputy Prosecuting Attorney Karen Frakes regarding
potential litigation against manufacturers and wholesalers of e-cigarettes and related
products, including Juul Labs, Inc., Altria, and their corporate affiliates, in connection
with the manufacture, sale, and marketing of their products

Attorney Present: Karen Frakes.
Donovan stated that discussion of agenda item one may take place in executive
session pursuant to RCW42.30.140(4)(a). Executive session will conclude no later
than 4:30 p.m. If the meeting extends beyond the stated conclusion time, he will step
out of the meeting to make a public announcement.
Brenner moved to go into executive session until no later than 4:30 p.m. to discuss
the agenda items pursuant to RCW citations as announced by the Council Vice Chair.
The motion was seconded.
The motion carried by the following vote:
Aye: 6 - Brenner, Buchanan, Byrd, Donovan, Frazey, and Sidhu
Nay: 0
Absent: 1 - Browne
This agenda item was DISCUSSED.
The meeting adjourned at 4:17 p.m.
