Roll Call
Committee Chair Barbara Brenner called the meeting to order at 2:30 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
Present: 3 - Barbara Brenner, Barry Buchanan and Carol Frazey
Absent: None
Also present: Rud Browne, Tyler Byrd, Todd Donovan, and Satpal Sidhu
Special Presentation
1. AB2019-609 Quarterly Report from Whatcom County Public Works
Jon Hutchings, Public Works Department Director, gave a report about recent capital
projects, upcoming projects for 2020, snow and ice management updates, and
policies which are posted online to let the public know what to expect after a snow
event. He answered questions about the North Lake Samish Road Bridge project,
whether the County had projects that needed to be put aside because of Washington
Initiative 976, and the costs related to the Civic Building from the time of its purchase.
Gina Miller, Public Works Department Central Shop, spoke about the current
processes for winter weather and how snow events look for Public Works employees
in the shop and in the field. She answered questions about whether they are
anticipating large storms like last year, what the Council can do to help with
communication and getting information out to the community on issues like not parking
cars in the right of way.
Hutchings invited the Councilmembers to do a ride -a -long in a snow plow and
answered a question about leaving an alternate route during improvement work
projects so that people don't have to go through work areas.

Committee Discussion
AB2019-631 Discussion regarding mandatory garbage collection at Point Roberts
Tyler Schroeder, Executive's Office, answered questions about whether there was a
review of the garbage service at Point Roberts this year, and whether that was part of
the contract.
