Roll Call
Committee Chair Satpal Sidhu called the meeting to order at 10:45 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
Present: 3 - Tyler Byrd, Carol Frazey and Satpal Sidhu
Absent: None
Also present: Barbara Brenner, Rud Browne, Barry Buchanan, and Todd Donovan
County Executive's Report
Jack Louws, County Executive, acknowledged new Executive Elect, Satpal Sidhu,
and new Councilmember At -Large Elect, Carol Frazey, and he gave a
recommendation to table AB2019-285 Ordinance amending Whatcom County
Code Title 3, requiring that public funds used for construction projects do
double duty by also providing apprentices with job training hours to meet the
requirements necessary to become the next generation of skilled trades
persons so that department heads and legal staff could give their input.
Councilmembers discussed the Executive's recommendation.
Jon Hutchings, Public Works Department Director, spoke about ambiguity in the
language of the ordinance as it concerns a mechanism for administration of the
exceptions and waivers and remedial actions if a contractor is not in compliance, and
about the process and consequences of terminating a contract. He answered a
question about how much time would be needed to propose an amendment to the
ordinance.
Committee Discussion and Recommendation to Council
1. AB2019-580 Request authorization for the County Executive to enter into an Interlocal Agreement
with the U.S. Department of Interior Geological Survey Joint Funding Agreement for
Stream Gaging (Council acting as the Whatcom County Flood Control Zone District
Board of Supervisors)
Frazey moved that the Contract (FCZDBS) be RECOMMENDED FOR
AUTHORIZATION. The motion carried by the following vote:

2. AB2019-581 Request authorization for the County Executive to enter into an Interlocal Agreement
between the U.S. Department of Interior Geological Survey and the Whatcom
County Flood Control Zone District (Council acting as the Whatcom County Flood
Control Zone District Board of Supervisors)

Byrd moved that the Contract (FCZDBS) be RECOMMENDED FOR

AB2019-552 Ordinance amending the 2019 Whatcom County budget, request no. 14, in the
amount of $72,853
Jack Louws, County Executive, answered questions about the request for an increase
in indigent burial servies and whether the County has encouintered anyone who is
looking for someone who is diseased only to find that they have been cremated,
whether this is an ongoing or a one time cost, and whether the county has the authority
to run DNA samples through an ancestry search company for ancestry research
purposes.
Frazey moved that the Ordinance be RECOMMENDED FOR ADOPTION.

AB2019-553 Ordinance amending the project budget for the Lummi Nation Ferry Lease Fund,
Request No. 2
Randy Rydell, Public Works Department, answered questions about whether the
money will just go into a project based budget or if there's a list of particular projects
for the fund, and how many expenditure requests have been made.
Byrd moved that the Ordinance be RECOMMENDED FOR ADOPTION.

AB2019-562 Ordinance amending the Project Budget for the Criminal Justice Integrated Case
Management Systems Fund, Request No. 1

The following people answered a question and discussed with councilmembers why
the same software platform can't be used for all the criminal justice -related purposes
in the different departments, whether further conversation can take place about the
possibility for a single platform, and whether not approving this item before the end of
2019 would affect the mid -biennium budget review:

6. AB2019-564 Ordinance amending the Project Budget for the Lake Whatcom Park Trail
Development Fund, Request No. 1
Tyler Schroeder, Executive's Office, answered questions about the source, use and
balance of the fund.
Mike McFarlane, Parks and Recreation Department, answered questions how the
Chanterelle and the Hertz Trails will be connected and whether the new trail
development will allow mountain bikes, whether the fund includes expanding the Silver
Lake Park parking lot on the north shore, whether the flood zone tax would be better
spent on current stormwater issues such as Lake Whatcom water quality which is
affected by trails, whether the community can contribute to the expense of the trail
work, how much of the funds are going to the trail and what projects they would be
used for, who does the project work, whether trails count as impervious surface, and
what square footage that would come out to.
Byrd moved that the Ordinance be RECOMMENDED FOR ADOPTION.

7. AB2019-550 Request authorization for the County Executive to enter into an interlocal agreement
between Whatcom County and the Lake Whatcom Water & Sewer District for a
follow-up investigation, in the amount of $40,000.00
Gary Stoyka, Public Works Department, answered questions about whether the Lake
Whatcom Water and Sewer District can expand a line or service area if the study
shows that septic systems are causing water quality degradation.

County Employees, effective January 1, 2020 through December 31, 2020

3. AB2019-589 Resolution ordering the cancellation of accounts receivable more than four years old
Tyler Schroeder, Executive's Office, stated the administration would like to propose
an amendment to Exhibit A of the resolution to remove document number 21177
which represents a still -current violation.

4. AB2019-574 Request authorization for the County Executive to enter into a contract amendment
between Whatcom County and Opportunity Council to add funding for a behavioral
health consultant, in the amount of $17,800 for a total amended contract amount of
$130,028

5. AB2019-577 Request authorization for the County Executive to enter into a contract between
Whatcom County and Ferndale School District to provide emergency management
services, in the amount of $200,000

6. AB2019-585 Request authorization for the County Executive to enter into a contract amendment
between Whatcom County and Pioneer Human Services to provide substance use
disorder assessments and post -assessment treatment coordination to inmates released
from the Whatcom County Jail in an estimated amount of $60,000 for a total
estimated amended contract amount of $91,500

Whatcom County and Healthcare Management Administrators, Inc. (HMA) to
provide administrative and claims processing services for the self -insured medical
program

8. AB2019-595 Request approval for the County Executive to authorize the purchase of a
replacement dump truck, dump body, hook lift sander, and plow; using Washington
State Contract 901513 and #01117. The total cost of these purchases is
$281,677.87

AUTHORIZATION BY CONSENT. The motion carried by the following
vote:
