Committee Chair Barbara Brenner called the meeting to order at 2 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
Present: 3 - Barbara Brenner, Barry Buchanan and Carol Frazey

Committee Discussion
AB2019-572 Discussion regarding possible safety issues associated with allowing golf carts on
certain roads in Birch Bay
Brenner opened the floor for comments and the following people spoke:
Cathy Cleveland stated golf carts need to be street legal and have seat belts.
Doug Chadwick, Sheriffs Office, answered questions about some people in golf carts
not obeying the law, whether they are required to have a license plate, where they can
operate the cart in a golf cart zone, whether the Sheriffs Office could come up with a
registration system so that cart drivers can be identifiable, whether a registration
number would be displayed on the cart as on other registered vessels, and whether
other jurisdictions have registration fees.
Brenner moved to recommend to the full Council to request the Sheriffs Office to
look into setting up a low cost, online registration program and to present a proposal
to the Council at later date.
The motion carried by the following vote:
Aye: 3 - Brenner, Buchanan, and Frazey
Nay: 0
Jason Ardt, Public Works Department, submitted a map of the proposed zone and
answered questions about the speed limit on Bay Road, what access the golf carts
would have, whether Bay Road has always been 25 miles per hour, how reverting the
speed limit to 40 miles per hour on a section of the road would eliminate that portion
from from the golf cart zone, and whether there would need to be a public hearing if a
speed limit change were proposed.
Brenner moved to recommend to the full Council to request that Public Works come
back with a proposed ordinance to remove the 25 miles per hour speed limit on a
segment of Bay Road and revert it back to 40 miles per hour.

Councilmembers and Ardt discussed the reasoning for changing the speed limit on
Bay Road and where the proposal originated.
Brenner withdrew her motion and requested that Public Works prepare and present
information at a future meeting about what this speed limit change would mean.
This agenda item was DISCUSSED.
There was no other business.
The meeting adjourned at 2:20 p.m.
