Council Public Works & Health Committee Minutes - Final October 22, 2019 Committee Call To Order Roll Call Committee Chair Barbara Brenner called the meeting to order at 1:30 p.m. in the Council Chambers, 311 Grand Avenue, Bellingham, Washington. Present: 3 - Barbara Brenner, Barry Buchanan and Carol Frazey Absent: None Also present: Todd Donovan, Rud Browne, and Tyler Byrd Committee Discussion 1. AB2019-521 Discussion of the Whatcom County Health Department Syringe Services Program Other Business Adjournment Expansion Cindy Hollinsworth, Health Department, read from a presentation (in the packet) on the moble syringe exchange and naloxone distribution programs, and County data on new annual cases of Hepatitis C. She answered questions about what percentage of the population in Whatcom County is positive for Hepatitis C and whether the Governor's proclamation about eliminating the disease by 2030 will include funding, the cost of a Naloxone kit for treating a narcotic overdose, whether the Health Department is tracking why people become opioid users, how people find out about the locations of the mobile syringe exchange vans and whether it operates outside the regular work day, pharmacist discretion and authority for selling syringes, Centers for Disease Control and Prevention data on how the syringe program affects the number of people seeking drug treatment and whether that is being tracked locally, whether the nurses in the mobile clinic program are able to give a Hepatitis C shot to a client that tests positive, and the process of acquiring another van for a mobile clinic. This agenda item was PRESENTED AND DISCUSSED. There was no other business.
