Council Planning and Development Committee Minutes - Final October 8, 2019 Committee Call To Order Roll Call Committee Chair Tyler Byrd called the meeting to order at 3:27 p.m. in the Council Chambers, 311 Grand Avenue, Bellingham, Washington. Present: 3 - Barbara Brenner, Tyler Byrd and Todd Donovan Absent: None Also present: Rud Browne, Barry Buchanan, Carol Frazey, Satpal Sidhu Committee Discussion AB2019-51 1 Discussion regarding draft interim zoning regulations for the siting, establishment, and operation of temporary homeless facilities Tyler Schroeder, Executive's Office, gave an update and discussed a proposed language change to section 4(I): "No children under the age of 18 are allowed to stay overnight in the temporary encampment, unless accompanied by a parent or guardian. If a child under the age of 18 without a parent or guardian present attempts to stay at the encampment, the sponsor and the managing agency shall im-fflneadi-ately ^^^tact Child n.^teetiye S— and shall actively endeavor to find alternative shelter for the child through community partners such as Northwest Youth Services, Opportunity Council, Lighthouse Mission Interfaith Coalition and other appropriate homeless youth services organizations." Shroeder answered questions and Councilmembers discussed proposing alternate language for connecting a child under 18 to alternative shelter without turning the child away in the mean time, and removing temporary tent encampments from the definitions (packet page 435, section 3(b)). This agenda item was DISCUSSED. 2. AB2019-479 Discussion of proposed ordinance amending Whatcom County Code Chapters 11.1b and 11.20 to protect Lake Samish shoreline properties and Lake Samish water recreation Councilmembers discussed getting the opinion of staff or an objective third party, Whatcom County Page 1 Council Planning and Development Committee Minutes - Final October 8, 2019 Committee setting a distance from the bridge for a no -wake zone, challenges in patrolling boat types as opposed to certain activities on the lake and getting the perspective of the Sheriffs Office, creating or adjusting the boundaries to take into account an increase of people coming to Lake Samish from outside of the area to recreate on the lake, and including regulations in the ordinance for dealing with the issue of Aquatic Invasive Species (AIS). Byrd opened the floor and the following spoke: Gary Baker Stewart Thomas Mark Walker Gary Simon Eric McHenry Janet Monks Paul Joosten Micah Ping David DeYoung Mary Walker Debbie Noonan Jason Alexander Rich DeVeau Councilmembers continuted their discussion about distances of a no -wake zone from the bridge from a map submitted by a citizen, water contamination, and enforcement of rules. This agenda item was HELD IN COMMITTEE. Committee Discussion and Recommendation to Council 1. AB2019-417 Resolution to replace the Business Rules of the Whatcom County Hearing Examiner Other Business Adjournment This agenda item was WITHDRAWN. There was no other business.
