Call To Order
Roll Call
Committee Chair Todd Donovan called the meeting to order at 11:30 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
Present: 3 - Barry Buchanan, Todd Donovan and Satpal Sidhu
Absent: None
Also present: Barbara Brenner, Carol Frazey, and Rud Browne
Special Presentation
1. AB2019-525 Presentation from Public Works staff and Shellfish Protection District Advisory
Committee Members regarding Pollution Identification and Correction and Shellfish
Protection District Updates
Gary Stoyka, Public Works Department, introduced the presentations.
The following gave updates on shellfish protection efforts in their respective shellfish
districts:
Christine Woodward, Portage Bay Shellfish Protection District Advisory Committee
Steve Seymour, Drayton Harbor Shellfish Protection District Advisory Committee
The following submitted and gave a presentation (on file) on the technical elements of
the Pollution Identification and Correction (PIC) Program, and the program's
successes, barriers, outreach efforts, and regulation compliance, and the main
components of the 2019 fall strategy.

The following people involved in the PIC program introduced themselves:

on the Floodplain Integrating Planning (FLIP) process.
Fred Likkel, Ag Water Board spoke.
Gary Stoyka, Public Works Department, spoke about the funding for the program.
