Present: 3 - Tyler Byrd, Carol Frazey and Satpal Sidhu Absent: None County Executive's Report Jack Louws, County Executive, reported on the following items: Work with staff on the Cascadia Law Contract and Cherry Point related issues The Triage Center groundbreaking Finalization of budget adjustments for 2020 1. AB2019-492 Report from Human Resources Division Karen Goens, Human Resources Manager, gave a report and answered questions about various types of employment separation and looking at trends and changes in the average age of employees. This agenda item was REPORTED. Committee Discussion AB2019-488 Discussion of an ordinance establishing the Affordable and Supportive Housing Fund Tyler Schroeder, Executive's Office, gave a report and answered questions about the mechanism used to define the composition of the Whatcom County Housing Advisory Committee (WCHAC), how many people will be on that committee, including concerns of the Business and Commerce Advisory Committee in the recommendations, and a request of the City of Bellingham Mayor for an annually recognized community -wide housing action plan to address affordable housing for people who do and do not meet the requirements of Substitute House Bill 1406 (SBH 1406). This agenda item was DISCUSSED. Committee Discussion and Recommendation to Council 1. AB2019-478 Request authorization for the County Executive to enter into an interagency agreement between Whatcom County Flood Control Zone District and State of Washington Puget Sound Partnership for coordination of the Whatcom County Local Integrating Organization (LIO), in the amount of $75,000 (Council acting as the Whatcom County Flood Control Zone District Board of Supervisors) Whatcom County Page Council Finance and Administrative Committee Minutes - Final October 8, 2019 Services Committee Gary Stoyka, Public Works Department, gave a report and answered questions about the level of input and influence of an organization that has given money, the roll of the Puget Sound Partnership, coordinating the work of other State and local agencies, and measures taken to address the concerns of the community. Frazey moved that the Contract (WCFCZDBS) be RECOMMENDED FOR AUTHORIZATION. The motion carried by the following vote: Aye: 2 - Frazey and Sidhu Nay: 0 Absent: 0 Abstain: 1 - Byrd 2. AB2019-487 Request authorization for the County Executive to enter into a grant agreement between Whatcom County and the State of Washington Department of Ecology to fund administrative support and action projects for the Whatcom County Marine Resources Committee, in the amount of $182,313 (Council Acting as the Whatcom County Flood Control Zone District Board of Supervisors Byrd moved that the Contract (WCFCZDBS) be RECOMMENDED FOR AUTHORIZATION. The motion carried by the following vote: Aye: 3 - Byrd, Frazey and Sidhu Nay: 0 Absent: 0 3. AB2019-498 Request authorization for the County Executive to enter into an interlocal agreement between Whatcom County and Birch Bay Water and Sewer District for implementation of stormwater and water quality programs (Council acting as the Whatcom County Flood Control Zone District Board of Supervisors) Sidhu left the meeting and Carol Frazey took over the role as Chair. Byrd moved that the Contract (WCFCZDBS) be RECOMMENDED FOR AUTHORIZATION. The motion carried by the following vote: Aye: 2 - Byrd and Frazey Nay: 0 Absent: 1 - Sidhu Council "Consent Agenda" Items 1. AB2019-494 Request authorization for the County Executive to enter into a contract between Whatcom County and Geneva Consulting Services for coordination of the Whatcom Lead Integrating Organization, in the amount of $68,616.11 Whatcom County Page 2 Council Finance and Administrative Committee Minutes - Final October 8, 2019 Services Committee Tyler Schroeder, Executive's Office, pointed out a scrivener's error on the agenda title which should read "...the Whatcom Lead Local Integrating Organization..." Gary Stoyka, Public Works Department, gave a report and answered questions about the scope of work included in the Local Integrating Organization (LIO) grant agreement and how the role and involvement of the Planning Unit fits into the funding and the work being done. Byrd moved that the Contract (WCFCZDBS) be RECOMMENDED FOR AUTHORIZATION. The motion carried by the following vote: Aye: 1 - Frazey Nay: 0 Absent: 1 - Sidhu Abstain: 1 - Byrd 2. AB2019-485 Request authorization for the County Executive to enter into an interlocal agreement between Whatcom County and Washington State Health Care Authority for substance use prevention services in high -need communities, in the amount of $577,550 Byrd moved that the interlocal be AUTHORIZED BY CONSENT. Byrd moved to send the contract back to the State with a proposed amendment to the definition for"Healthy Equity" on packet page 139 as follows: "Health Equity" means the "attainment of the highest level of health for all people." Aehieving health equity requires valuing ever-yone equallywith f0eused and angoing societal efforts to address avoidable inequalities, historical and eontempor-af�- injustiees, and the emotion of health and health Bare disparities." (Wealthy People A94) Anne Deacon, from the Health Department, and Councilmembers discussed the proposed amendment. The motion to amend failed by the following vote: Aye: 1 - Byrd Nay: 1 - Frazey Absent: 1 - Sidhu The MOTION TO RECOMMEND AUTHORIZATION BY CONSENT failed by the following vote: Aye: 1 - Frazey Wha[con: County Page 3 Council Finance and Administrative Committee Minutes - Final October 8, 2019 Services Committee Nay: 1 - Byrd Absent: 1 - Sidhu 3. AB2019-486 Request authorization for the County Executive to enter into an interlocal agreement between Whatcom County and Washington State Health Care Authority for treatment and recovery support services to individuals involved in the criminal justice system, in the amount of $174,881 Byrd moved that the Interlocal be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 2 - Byrd and Frazey Nay: 0 Absent: 1 - Sidhu 4. AB2019-501 Request authorization for the County Executive to enter into a contract between Whatcom County and FLO Analytics to assist with the developing of the 2020 Lake Whatcom Stormwater Utility Fee in the amount of $28,715.00 Kraig Olason, Public Works, answered questions about the proposed fee structure and the timeline for completing the work. Byrd moved that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion TO RECOMMEND failed by the following vote: Aye: 1 - Frazey Nay: 1 - Byrd Absent: I - Sidhu Other Business Adjournment There was no other business.
