Roll Call
Committee Chair Barbara Brenner called the meeting to order at 1:53 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
Present: 3 - Barbara Brenner, Barry Buchanan and Carol Frazey
Absent: None
Also present: Rud Browne, Tyler Byrd, Todd Donovan, and Satpal Sidhu
Special Presentation
1. AB2019-510 Presentation regarding procedural history of WRIA 1 watershed management
planning (years 1999-2016)
Skip Richards, submitted and gave a presentation (on file). He answered questions
about administrative and staffing issues of the Planning Unit, the legal status of the
Planning Unit as as expressed in a 2013 memo written by Dan Gibson (formerly of
the Prosecuting Attorney's Office), and the interaction with the tribes in agreeing to an
instream flow action plan.
Karen Frakes, Prosecuting Attorney's Office, answered a question about whether the
water management board referred to in RCW 90.92.030 "Establishing a water
management board" was ever formed.
Richards and Councilmembers discussed the role of the Planning Unit in light of the
WRIA 1 watershed management plan phase I, solving the problem of the water
resource planning process and not just the role of the Planning Unit, the role of the
County Council in the process, ideas for how to structure the various planning groups
and the formation of the plan, and historical information about how the Planning Unit
was formed.
Brenner opened the floor and the following people spoke:

Anne Deacon, Health Department, introduced a presentation.
The following Health Department staff members submitted and gave a presentation
(on file):

Chris D'nofrio
They answered questions about factors other than population and rent growth in
determining how many people are economically insecure, how the roommate cafe and
housing lab work to assist people in finding housing, finding a solution to the constant
requirement of having to pay for moving expenses or application fees, and making use
of the Access I.D. program to help people who can not be housed because of a lack
of identification documentation.
Anne Deacon answered questions about the next steps, the rise in the homeless
population, and the help of community partners who help people with housing issues.
This agenda item was PRESENTED AND DISCUSSED.
Committee Discussion and Recommendation to Council
1. AB2019-499 Resolution in the matter of considering vacating a portion of Horton Road
Andrew Hester, Public Works Department, gave a staff report.
Buchanan moved that the Resolution be RECOMMENDED FOR
APPROVAL. The motion carried by the following vote:
Aye: 3 - Brenner, Buchanan and Frazey
Nay: 0
