Roll Call
Committee Chair Barry Buchanan called the meeting to order at 1:16 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
Present: 3 - Barry Buchanan, Carol Frazey and Tyler Byrd
Absent: None
Also present: Barbara Brenner, Rud Browne, Todd Donovan, and Satpal Sidhu

Eric Richey, Whatcom County Prosecuting Attorney, reported and answered
questions about changing the time frame for filing bail jump charges, the County's
warrant quash day and how it works, what happens when someone with a warrant
voluntarily turns themselves in outside of the quash day, a rise in crime rate this year
despite a drop in incarceration rate, who the caseworkers will be for those who are
diverted from incarceration, doubling the capacity of drug court, laws about cash bail,
whether there is a law regarding the number of crimes a person can be charged with,
diversion programs and how charges are handled for youth, and what the County is
doing to make sure inmates get released with all their identification.
