Roll Call
Committee Chair Barbara Brenner called the meeting to order at 1:41 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
Present: 3 - Barbara Brenner, Barry Buchanan and Carol Frazey
Absent: None
Also present: Tyler Byrd, Todd Donovan, Satpal Sidhu
Special Presentation
1. AB2019-444 Report from Whatcom County Public Works
Jon Hutchings, Public Works Department Director, submitted information (on file),
reported, and answered questions on summer maintenance and recent capital
improvement projects, upcoming work including the Birch Bay Berm project and
upgrades to the Civic building, transparncy efforts on the County website, the reason
for cost differences between chip sealing in Point Roberts compared to greater
Whatcom County, and impending road closures related to ongoing bridge and
stormwater projects.

Committee Discussion
1. AB2019-457 Discussion of proposed amendment to WCC 8.13, Solid Waste Disposal District,
regarding the Solid Waste Excise Privilege Tax
Jeff Hegedus, Health Department, gave an update and answered questions about
what service is provided as a result of the priveledge tax, giving incentives for reusing
and recycling as opposed to adding a tax, working in cooperation with Canada's
recycling efforts, solving the problem of giving recyclables to companies that are not
actually recycling them, and the methodology for calculating the proposed rate of
3.3%.
Brenner moved to amend the ordinance to add an effective date to the first sentence
of the second paragraph of subsection 8.13.030, "Effective January 1, 2020, A-qn
excise privilege tax shall be levied upon the charges paid for solid waste collection..."
and to forward to Council a recommendation to introduce the ordinance as amended.
The motion carried by the following vote:
Aye: 3 - Brenner, Buchanan and Frazey

recommend an amendment to the ordinance being introduced.
Committee Discussion and Recommendation to Council
1. AB2019-467 Resolution of Intent for Substitute House Bill (SHB) 1406 Affordable Housing Dollars
Anne Deacon, Health Department, submitted a handout (on file), reported on the
proposed resolution, and answered questions about the process of identifying specific
funding programs and who will be involved in that, and how the money from the State
is allowed to be used.
Buchanan moved that the Resolution be RECOMMENDED FOR
APPROVAL. The motion carried by the following vote:
Aye: 3 - Brenner, Buchanan and Frazey
Nay: 0
