Roll Call
Council Vice Chair Todd Donovan called the meeting to order at 3:30 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
Present: 6 - Barbara Brenner, Barry Buchanan, Tyler Byrd, Council Vice Chair Todd
Donovan, Carol Frazey and Satpal Sidhu
Absent: 1 - Rud Browne
Committee Discussion
1. AB2019-438 Discussion of proposed interlocal agreement between the County and cities relating to
interim procedures for amending the Countywide Planning Policies
Matt Aamot, Planning and Development Services Department, gave a summary of the
proposed interlocal agreement. He and Councilmembers discussed veto rights of the
Cities, why City managers are included as a separate entity from the mayors, a history
of the process for amending the Countywide Planning Policies and why amendment
procedures were deemed necessary, examples of issues the planning policies address,
and whether the interim procedures can be changed if the Council deems they are not
working.
Brenner moved that the Discussion be HELD IN COMMITTEE. The motion
carried by the following vote:
Aye: 4 - Brenner, Byrd, Donovan and Frazey
Nay: 0
Absent: I - Browne
Temp Absent: 2 - Buchanan and Sidhu
Other Business
Adjournment
There was no other business.
The meeting adjourned at 4:01 p.m.
The County Council approved these minutes on September 24, 2019.
