Call To Order
Roll Call
Committee Chair Todd Donovan called the meeting to order at 9:30 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
Present: 3 - Barry Buchanan, Todd Donovan and Satpal Sidhu
Absent: None
Also present: Barbara Brenner, Tyler Byrd, Carol Frazey
Committee Discussion and Recommendation to Council
1. AB2019-424 Review and approve scoping document for the 2020 Shoreline Management Plan
Periodic Update 2020
The following staff submitted and read from a presentation (on file) and answered
questions.

Ryan Ericson, Planning and Development Services Department
Councilmembers and staff discussed how the reccomendations apply to permitted
ecosystem damages from projects completed in the past, various monitoring options
and their effectiveness, the need to improve reporting and charting of progress on the
efforts to address identified restoration opportunities, determining the best use of
existing information from the 2007 report and looking at funding options for a new
monitoring program to reduce impact to the general fund, incorporating language
about evaluating ecological impacts of adding fresh and saltwater docks, and
amending the scoping document to add language provided by staff that addresses no
net loss.
Buchanan moved that the request be RECCOMENDED FOR APPROVAL
WITH PROPOSED AMENDMENT of adding language about no net loss.
The motion carried by the following vote:
Aye: 3 - Buchanan, Donovan and Sidhu
Nay: 0
Absent: 0
