Roll Call
Committee Chair Barry Buchanan called the meeting to order at 2:47 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
Present: 3 - Barry Buchanan, Carol Frazey and Tyler Byrd
Absent: None
Also present: Barbara Brenner, Todd Donovan, Satpal Sidhu
Committee Discussion
1. AB2019-469 Discussion of next steps for the Whatcom County Public Health, Safety, and Justice
Initiative (Resolution 2019-036)

Committee Chair Buchanan gave an update and invited the following staff to speak:
Bill Elfo, County Sheriff
Perry Mowry, Health Department
Tyler Schroeder, Executive's Office
Staff and councilmembers discussed utilizing a sales tax for funding as opposed to a
property tax, focusing on phase I elements of the scope of work first, engaging the
public through all of the phases of the scope and the consulting process, including the
consideration of jail size in phase I, which stakeholders or groups would be involved
in the process, identifying different possible locations for the jail, identifying consultants
to do the needed work, and establishing a good communication strategy to effectively
engage the community.
Byrd moved to separate the phases out and start with just Phase I.
The motion carried by the following vote:
Aye: 3 - Buchanan, Byrd and Frazey
Nay: 0
This agenda item was DISCUSSED and a motion was approved to begin with
Phase I.
There was no other business.
The meeting adjourned at 3:25 p.m.
