11 Ordinance amending Project Budget (East Whatcom Regional Resource Center
12 (EWRRC)), as established through Ordinance 2008-025, ninth request, in the
13 amount of $172,000, for a total project budget of $6,384,571
14
15 WHEREAS, the initial construction of the East Whatcom Regional Resource Center
16 (EWRRC) was substantially completed in 2011; and
17
18 WHEREAS, on February 9, 2016 the Whatcom County Council approved Ordinance
19 2016-004 to increase the original project budget to expand the building to accommodate a
20 food bank and multi -use facility; and
21
22 WHEREAS, on July 10, 2018 the Whatcom County Council approved Resolution
23 2018-025 to increase the Real Estate Excise Tax I (REET I) Fund contribution to the project
24 budget by an additional $115,000 to supplement funding needed for the full design and
25 build out of the EWRRC food bank distribution center and multi -use programming
26 community space; and

28 WHEREAS, construction of the second EWRRC building began in early 2019 and the
29 Opportunity Council has raised $2,705,000 towards the $2,877,000 project budget,
30 including the County's prior commitment of $415,000; and
31
32 WHEREAS, the funding gap of $172,000 will be fulfilled through an additional
33 contribution from the REET I Fund and will provide the necessary funds to complete the
34 project; and
35
36 WHEREAS, the project budget must be increased to afford the necessary
37 expenditure authority to spend these additional funds

NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that
Ordinance No. 2008-025 is hereby amended adding $172,000 of expenditure authority, as
presented in Exhibit A, to the original project budget and subsequent amendments, for a
total amended project budget of $6,384,571.
