CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 1:00 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

1. AB2019-348 PRESENTATION BY THE WHATCOM COUNTY BICYCLE
PEDESTRIAN ADVISORY COMMITTEE
Eileen Kadish, Whatcom County Bicycle Pedestrian Advisory Committee, submitted
and read from a presentation (on file).
Shelly Moore, Blaine/Birch Bay Parks and Recreation District, submitted and read
from a presentation (on file).

1. AB2019-414 DISCUSSION REGARDING PROPOSED RESOLUTION IN THE
MATTER OF THE WHATCOM COUNTY SIX -YEAR TRANSPORTATION
IMPROVEMENT PROGRAM (STIP) FOR THE YEARS 2020 THROUGH 2O25
Joe Rutan, Public Works Department, referenced and read from the staff report in
the Council packet, submitted handouts (on file), and answered questions.

RELATED TO HOUSING, SHELTER AND DOMESTIC VIOLENCE INTERVENTION
TREATMENT
Anne Deacon, Health Department, submitted information (on file), referenced and
read from the staff report in the Council packet, and answered questions on severe weather
shelters, Substitute House Bill (SHB) 1406, and domestic violence intervention treatment.

Councilmembers and staff discussed how to let individuals know that there is space
available at a particular shelter, a potential start date for implementing the sales and use
tax rebate for housing, which cities in the county are eligible for the sales tax rebate,
whether the funds are bondable, and how likely treatment providers will respond to funding
reimbursement for domestic violence intervention treatment services.
COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. AB2019-430 RESOLUTION ACKNOWLEDGING RECEIPT OF A CITIZEN
PETITION TO FORM A NO SHOOTING ZONE IN THE DRAYTON HARBOR AREA
OF WHATCOM COUNTY
This item was withdrawn from the agenda.
2. AB2019-431 RESOLUTION ESTABLISHING THE COUNCIL'S INTENT TO
CONDUCT A HEARING ON A PROPOSAL TO CREATE A NO SHOOTING ZONE IN
DRAYTON HARBOR, AS REQUESTED BY THE CITY OF BLAINE
Donnell Tanksley, Blaine Police Chief, Submitted handouts (on file), gave a staff
report, and answered questions.
Bob Harriman, Borderline Bassman's Club, spoke about concerns with reducing
access to hunting areas.
Karen Frakes, Prosecutor's Office, reported on the legal exceptions that allow no
shooting zones.
Lyle Calloway spoke about concerns with reducing access to waterfowl hunting.
Councilmembers and presenters spoke about complaints from citizens and visitors,
the reasons for applying for the no shooting zone, hunting practices, potential dangers from
hunting activity, existing hunting restrictions in shoreline areas, and the possibility of
creating a buffer around hunting areas.
Buchanan moved to recommend approval to the full Council.
The motion carried by the following vote:
Ayes: Brenner, Buchanan, and Frazey (3)
Nays: None (0)
3. AB2019-427 AMENDMENTS TO THE (CWSP) COORDINATED WATER SUPPLY
PLAN ADDRESSING TIMELY, REASONABLE AND TRANSPARENCY

Councilmembers and staff discussed the reasons for cost differences based on
distance; whether or not they can define what is reasonable in a consistent way across all
districts; defining what is considered a response for service; whether the Council can
change the language approved by the Water Utility Coordinating Committee (WUCC);
requiring water associations to be transparent about their contact information; the process
for setting up a water association for a subdivision if they are denied service from an
existing water association; the entire process being voluntary until something goes to
Superior Court; recordings and findings; and the need to find a way to better regulate water
associations.
Buchanan moved to recommend to the full Council that this is consistent with the
Comprehensive Plan.
The motion carried by the following vote:
Ayes: Brenner, Buchanan, and Frazey (3)
Nays: None (0)
