CALL TO ORDER
Committee Chair Tyler Byrd called the meeting to order at 1:56 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barbara Brenner, Tyler Byrd, and Todd Donovan
Absent: None
Also Present: Rud Browne, Barry Buchanan, Carol Frazey, and Satpal Sidhu
SPECIAL PRESENTATION
1. AB2019-401 CITY OF BELLINGHAM PLANNING DEPARTMENT STAFF
PRESENTATION ON THE PROCESS AND STATUS OF THEIR URBAN GROWTH
AREA ANNEXATION STUDIES AND INITIATIVES
Mark Personius, Whatcom County Planning and Development Services Director,
introduced the Bellingham staff.
The following Bellingham Planning Department staff submitted and read from a
presentation and answered questions regarding the City's annexation strategy, including the
2018 annexation strategy and the planned annexation of the Alderwood area:
• Rick Sepler, Director
• Greg Aucutt
Councilmembers and presenters discussed how the City will outreach to the property
owners, different annexation methods, the reasons the City may want to annex an area, the
history of the City's annexation areas, the timeline for annexing areas, changes in level of
service, the pros and cons of annexation, and new development in areas that have been
annexed.
