AB2019-361 DISCUSSION REGARDING WHATCOM COUNTY CODE 2.27A, 22 ACQUATIC INVASIVE SPECIES 23 24 The following people reported and answered questions: 25 • Gary Stoyka, County Public Works Department 26 • Clare Fogelsong, City of Bellingham 27 • Teagan Ward, City of Bellingham Aquatic Invasive Species Coordinator 28 0 Karen Frakes, Prosecutor's Office 29 30 Councilmembers and presenters discussed aquatic invasive species (AIS) and 31 wakeboard boats: 32 • The potential for residual water in wakeboard tanks 33 • Staff procedures in risk assessment and decontamination 34 • How boat owners declare what body of water they've been in 35 • Collaborating with manufacturers to include filters in their products 36 37 2. AB2019-396 DISCUSSION OF WRIA 1 WATERSHED MANAGEMENT BOARD 38 2018-2023 WORK PLAN 39 40 The following staff spoke: 41 0 Gary Stoyka, Public Works Department, gave a staff report 42 0 Jon Hutchings, Public Works Department Director 43 • Jack Louws, County Executive 44 45 Councilmembers and staff discussed input for the Executive on proposed changes 46 that the Board will vote on in September; input from the Planning Unit; the Council's role in 47 developing and approving the work plan; management team approval on all items; the 48 different approval requirements for the watershed management plan, the management 49 board work plan, and salmon recovery plan; combining flood management and water 50 resource functions; process for approving amendments to the plan; and the motion below. 51 52 Buchanan moved to allow councilmembers to submit comments on the content 53 only of the work plan and to hold another work session as early as possible in September.
