AB2019-394 REVIEW AND UPDATE ON THE DESIGN2LAST SCOPE OF WORK 26 FOR THE EXISTING WHATCOM COUNTY JAIL AND DISCUSSION AND 27 FEASIBILITY OF A SMOKE EVACUATION SYSTEM IN THE JAIL; DISCUSSION 28 WITH WHATCOM COUNTY FACILITIES AND THE DESIGN2LAST CONSULTANT 29 TEAM 30 31 The following people reported and answered questions: 32 0 Rob Ney, Administrative Services Department 33 0 Lauri Strauss, Design2LAST, Inc. 34 0 Brian Moll, SCBC Engineering 35 0 Bill Elfo, County Sheriff 36 0 Rusty Noble, Administrative Services Department 37 38 Councilmembers, staff, and consultants discussed the different phases of full scope 39 and contract; ensuring there are enough toilets for female inmates; timing of additional 40 studies; original cost of the smoke evacuation system concept study; impact to concrete 41 panels from modifications to install a smoke evacuation system; the structure impact to the 42 entire building from modifications; whether the smoke evacuation system would be 43 compatible with the heating, ventilation, and air conditioning (HVAC) system; relocating 44 inmates for six months during installation; how to implement safety procedures during an 45 incident; potential evacuation points; how to plan for the long-term until a new jail facility 46 can be built; the end of the Yakima jail contract in December; and next steps. 47 48 Byrd moved that this item is moved to Criminal Justice and Public Safety 49 Committee. 50 51 The motion carried by the following vote: 52 Ayes: Byrd, Frazey, and Sidhu (3) 53 Nays: None(0) Finance and Administrative Services Committee, 8/7/2019, Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 53 COUNTY EXECUTIVE'S REPORT Bill Elfo, County Sheriff, reported and answered questions on the end of the contract with Yakima jail and finding an alternative service. Jack Louws, County Executive, reported on the following items: • The Birch Bay berm project • Courthouse exterior project • Crisis stabilization facility project The Councilmembers and the Executive discussed a motion to support the Executive's decision to award the crisis stabilization facility construction bid and move forward with a budget supplemental and a funding source for the additional cost. COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 1. AB2019-409 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A LOCAL AGENCY AGREEMENT BETWEEN WHATCOM COUNTY AND WASHINGTON STATE DEPARTMENT OF TRANSPORTATION (WSDOT) FOR THE LUMMI ISLAND TERMINAL PRESERVATION PROJECT IN THE AMOUNT OF $820,000 Byrd moved to recommend approval to the full Council. Roland Middleton, Public Works Department, answered questions on whether they will have to move this facility when an new ferry is implemented and using federal ferry funds. AB2019-410 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A LOCAL AGENCY AGREEMENT BETWEEN WHATCOM COUNTY AND WASHINGTON STATE DEPARTMENT OF TRANSPORTATION (WSDOT) FOR THE LUMMI ISLAND BREAKWATER REPLACEMENT IN THE AMOUNT OF $80,000 Frazey moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) 3. AB2019-416 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A LOCAL AGENCY AGREEMENT BETWEEN WHATCOM COUNTY AND WASHINGTON STATE DEPARTMENT OF TRANSPORTATION (WSDOT) TO OBLIGATE FEDERAL CONSTRUCTION FUNDS FOR THE BIRCH BAY DRIVE AND PEDESTRIAN FACILITY PROJECT, IN THE AMOUNT OF $1,861,272 Finance and Administrative Services Committee, 8/7/2019, Page 2 Byrd moved to recommend approval to the full Council. Jon Hutchings, Public Works Department Director, answered questions about whether this project will fix storm damage. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) 4. AB2019-415 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO CONTRACT AMENDMENT NO. 1 TO BGC ENGINEERING INC. CONTRACT FOR SERVICES FOR GLACIER-GALLUP CREEKS ALLUVIAL FAN RESTORATION FEASIBILITY AND ALTERNATIVES ANALYSIS IN THE AMOUNT OF $163,300 (COUNCIL ACTING AS THE WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT BOARD OF SUPERVISORS) Frazey moved to recommend approval to the Board of Supervisors. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) S. AB2019-399 ORDINANCE AMENDING ORDINANCE 81-6, WHICH ESTABLISHED THE COMMUNITY DEVELOPMENT FUND, SECOND REQUEST Byrd moved to recommend adoption to the full Council. Tyler Schroeder, Executive's Office, gave a staff report and answered questions. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) 6. AB2019-400 ORDINANCE AMENDING THE 2019 WHATCOM COUNTY BUDGET, REQUEST NO. 10, IN THE AMOUNT OF $2,650,000 Frazey moved to recommend adoption to the full Council. The following people reported and answered questions: • Tyler Schroeder, Executive's Office • Michael Jones, Blaine City Manager • Jack Louws, County Executive Councilmembers and presenters discussed the location of the project property, potential businesses and services planned for the property, a stormwater pond, and whether the Economic Development Investment (EDI) funds would be considered a gift of public funds.
