August 7, 2019
CALL TO ORDER
Committee Chair Barry Buchanan called the meeting to order at 3:15 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barry Buchanan, Tyler Byrd, and Carol Frazey
Absent: None
Also Present: Barbara Brenner, Rud Browne, Satpal Sidhu and Todd Donovan
SPECIAL PRESENTATION
1. AB2019-411 REPORT FROM DISTRICT COURT PROBATION
Bruce Van Glubt, District Court Probation Administrator, gave a staff report and
answered questions.
Councilmembers and staff discussed the text messaging reminder program and using
other technological tools to remind defendants to attend their appointments and court
dates.
COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. AB2019-432 RESOLUTION ADOPTING A STATEMENT OF PUBLIC HEALTH,
SAFETY, AND JUSTICE FACILITY PLANNING PRINCIPLES FOR WHATCOM
COUNTY
Buchanan referenced and read through the memo in the Council packet. He and the
following staff gave a staff report and answered questions:
• Bill Elfo, County Sheriff
• Tyler Schroeder, Executive's Office
Councilmembers and staff discussed trends in jail population, citizen participation in
the committee's listening tour, jail location to smaller jurisdictions, a communications plan,
contracting with a jail planner that is not also a jail builder, timing of hiring a jail planner
and preparing for a ballot issue, whether or not the voters should have more than one
option, developing a scope for a jail planner, and next steps.
Byrd moved to recommend approval to the full Council.
The motion carried by the following vote:
Ayes: Buchanan, Byrd, and Frazey (3)
