CALL TO ORDER
Committee Chair Satpal Sidhu called the meeting to order at 10:32 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Tyler Byrd, Carol Frazey, and Satpal Sidhu
Absent: None
Also Present: Barry Buchanan
COUNTY EXECUTIVE'S REPORT
Jack Louws, County Executive, stated he does not have a report.
Jon Hutchings, Public Works Department Director, reported and answered questions
on the following items:
• Americans with Disabilities Act (ADA) transition planning
• Road closures and an event proposal by Lummi Nation
COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. AB2019-376 ORDINANCE AMENDING THE PROJECT BUDGET FOR THE
AGATE HEIGHTS/ESTATE BAY LANE STORM WATER IMPROVEMENTS FUND,
REQUEST NO. 3
Byrd moved to recommend adoption to the full Council.
The motion carried by the following vote:
Ayes: Byrd, Frazey, and Sidhu (3)

2. AB2019-378 ORDINANCE AMENDING THE 2019 WHATCOM COUNTY
BUDGET, REQUEST NO. 9, IN THE AMOUNT OF $282,122
Byrd moved to recommend adoption to the full Council.
The following staff answered questions:
• Bruce Van Glubt, District Court Probation Administrator
• Jack Louws, County Executive
Councilmembers and staff discussed the timing of hiring a pretrial services officer,
increased use of electronic equipment program, GPS monitoring, and the motion(s) below.

ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND
OPPORTUNITY COUNCIL TO DELIVER HOUSING AND ESSENTIAL NEEDS
(HEN) AND UTILITY ASSISTANCE TO ELIGIBLE RECIPIENTS IN THE AMOUNT
OF $1,429,113 FOR A TOTAL AMENDED CONTRACT AMOUNT OF
$2,629,463.50
Frazey moved to recommend approval to the full Council.
