ROLL CALL Present: Barbara Brenner, Rud Browne, Tyler Byrd, Todd Donovan, Carol Frazey, and Satpal Sidhu. Absent: Barry Buchanan SURFACE WATER WORK SESSION 1. OVERVIEW OF DRAFT RESOLUTION AND ORDINANCE FOR IMPLEMENTATION OF FEES FOR THE LAKE WHATCOM STORMWATER UTILITY RATE The following staff and presenters submitted a presentation and handouts on the draft proposal and answered questions: • Gary Stoyka, Whatcom County Public Works Department • Nancy Alyanak, Advisory Committee Member (minority report) • John Ghilarducci, FCS Group • Tage Aaker, FCS Group Councilmembers and the presenters discussed whether they can charge a fee on undeveloped City and County forest land, different options for a fee structure, whether they collect taxes from the State Department of Natural Resources (DNR), providing incentives to owners to reduce runoff, the total maximum daily load (TMDL) requirements to address the phosphorous that comes out of the stormwater pipes in the permit coverage area, the cost and structure of the homeowner incentive program (HIP), roads on timberlands, fees in the City of Bellingham, and finding more appropriate comparables in other counties. Donovan moved to extend the meeting time to 12:30. The motion was seconded. The motion carried by the following vote: Ayes: Brenner, Browne, Byrd, Donovan, Frazey, and Sidhu (6) Nays: None (0) Absent: Buchanan (1) Councilmembers and the presenters continued to discuss next steps, phosphorous pollution from parks, the efficacy of incentives and rate credits, focusing on the impact from development around the lake, impacts to affordable housing, and improving community education about the proposed fee. WATERSHED PLANNING UPDATE This item was not discussed.
