ROLL CALL Present: Tyler Byrd, Carol Frazey, and Satpal Sidhu Absent: None Also Present: Barbara Brenner, Barry Buchanan, Rud Browne, and Todd Donovan COUNTY EXECUTIVE'S REPORT Jack Louws, County Executive, reported on the following items and answered questions: • An emergency proclamation to fix the generator on the roof of the Courthouse • The return of sales tax money from the State for Health Department programs • The timeline for voting on the Cascadia Law documents 1. AB2019-204 REPORT FROM WHATCOM COUNTY'S INFORMATION TECHNOLOGY DEPARTMENT Perry Rice, Administrative Services Department, submitted and read from a presentation (on file) and answered questions. Jack Louws, County Executive, answered questions. Councilmembers and staff discussed electronics recycling, whether the new permit system will enable faster permitting for citizens, enabling closed caption services for Council meeting video broadcasting, records management and public records requests, and donating old computers to the community. COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 1. AB2019-334 REQUEST FOR AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A COMMERCIAL LEASE AGREEMENT BETWEEN WHATCOM COUNTY AND CORNWALL CENTER INC FOR USE OF THE PARKING LOT AT THE BELLINGHAM SENIOR ACTIVITY CENTER IN THE TOTAL AMOUNT OF $118,260 OVER FIVE YEARS WITH COST SHARING FROM THE CITY OF BELLINGHAM AND WHATCOM COUNCIL ON AGING Byrd moved to recommend approval to the full Council. AB2019-335 REQUEST FOR AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND THE CITY OF BELLINGHAM TO ALLOW FOR COST SHARING OF THE PARKING LOT LEASE AT THE BELLINGHAM SENIOR ACTIVITY CENTER IN THE AMOUNT OF $78,879 OVER FIVE YEARS Frazey moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) 3. AB2019-338 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND CASCADE CONNECTIONS TO PROVIDE SERVICES TO INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES FOR AN ADDITIONAL YEAR IN THE ESTIMATED AMOUNT OF $1,145,600 FOR AN ESTIMATED TOTAL AMENDED CONTRACT AMOUNT OF $3,093,326 Byrd moved to recommend approval to the full Council. Jessica Lee, Health Department, gave a staff report on this and the next three items on the agenda and answered questions on outcomes and accountability of the success of the programs. Councilmembers discussed getting a presentation at an upcoming regular County Council meeting from the Health Department on the successes and benefits of the program. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) 4. AB2019-343 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND WORK OPPORTUNITIES TO PROVIDE SERVICES TO INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES FOR AN ADDITIONAL YEAR IN AN ESTIMATED AMOUNT OF $478,800 FOR AN ESTIMATED TOTAL AMENDED CONTRACT AMOUNT OF $1,564,161 Frazey moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) 5. AB2019-344 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND KULSHAN SUPPORTED EMPLOYMENT TO PROVIDE SERVICES TO Finance and Administrative Services Committee, 6/18/2019, Page 2 1 INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES FOR AN ADDITIONAL 2 YEAR IN THE ESTIMATED AMOUNT OF $923,125 FOR AN ESTIMATED TOTAL 3 AMENDED CONTRACT AMOUNT OF $3,404,224 4 5 Byrd moved to recommend approval to the full Council. 6 7 The motion carried by the following vote: 8 Ayes: Byrd, Frazey, and Sidhu (3) 9 Nays: None (0) 10 11 6. AB2019-345 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO 12 ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND WASHINGTON 13 VOCATIONAL SERVICES TO PROVIDE EMPLOYMENT OR COMMUNITY 14 INCLUSION SERVICES TO INDIVIDUALS WITH DEVELOPMENTAL 15 DISABILITIES, IN AN ESTIMATED AMOUNT OF $191,225 16 17 Frazey moved to recommend approval to the full Council. 18 19 Jessica Lee, Health Department, answered questions on administrative costs. 20 21 The motion carried by the following vote: 22 Ayes: Byrd, Frazey, and Sidhu (3) 23 Nays: None (0) 24 25 7. Barbara Johnson-Vinna, Health Department, reported on the loss of funding from the City of Bellingham. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) 2. AB2019-342 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND WHATCOM CENTER FOR EARLY LEARNING TO PROVIDE CHILD DEVELOPMENT SERVICES, IN AN ESTIMATED AMOUNT OF $128,400 Frazey moved to recommend approval to the full Council. Jessica Lee, Health Department, answered questions on getting a presentation or requesting more information on the success and accountability of this and other Health Department programs. AB2019-350 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND OPPORTUNITY COUNCIL FOR CHILD DEVELOPMENT SERVICES, IN THE ESTIMATED AMOUNT OF $66,120 Frazey moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) 4. AB2019-352 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND THE OPPORTUNITY COUNCIL TO PROVIDE FUNDING FOR THE SINGLE ENTRY ACCESS TO SERVICES (SEAS) PROGRAM, IN THE AMOUNT OF $80,149 Byrd moved to recommend approval to the full Council. AB2019-357 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND COMMUNITIES IN SCHOOLS TO PROVIDE STUDENT SUPPORT SERVICES IN THE BELLINGHAM, BLAINE AND FERNDALE SCHOOL DISTRICTS, IN THE AMOUNT OF $136,000 Frazey moved to recommend approval to the full Council. Perry Mowery, Health Department, introduced the Executive Director of Communities in Schools. Ario Salazar, Communities in Schools Executive Director, answered questions on giving a presentation to the Council, the success and expansion of the program to Skagit County, administrative costs of the program, and local graduation rates. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) OTHER BUSINESS There was no other business.
