ROLL CALL Present: Carol Frazey and Satpal Sidhu Absent: Tyler Byrd Also Present: Barbara Brenner, Barry Buchanan, Rud Browne, and Todd Donovan COUNTY EXECUTIVE'S REPORT Jack Louws, County Executive, submitted a handout and reported the status of upgrading the smoke evacuation system in the County jail. SPECIAL PRESENTATION 1. AB2019-359 PRESENTATION OF THE BELLINGHAM WHATCOM COUNTY TOURISM COUNTYWIDE WAYFINDING PROJECT Sandy Ward, Bellingham Whatcom County Tourism President, submitted and read from a presentation and answered questions on the Ferndale icon, creating a digital presence in the wayfinding project, and project funding. 2. AB2019-390 PRESENTATION BY DON GOLDBERG, PORT OF BELLINGHAM, REGARDING AFFORDABLE HOUSING ISSUES The following people submitted and read from a presentation on behalf of the Business and Commerce Advisory Committee and answered questions: • Don Goldberg, Port of Bellingham • Clark Campbell, Business and Commerce Advisory Committee Vice -Chair and Gearaid CEO • Pete Dawson, Business and Commerce Advisory Committee Member and Dawson Construction CEO Councilmembers and the presenters discussed county versus city jurisdictions, whether the advisory committee's recommendations are feasible, and hiring a consultant to develop a new draft housing development code for all jurisdictions. AB2019-369 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND WASHINGTON STATE DEPARTMENT OF SOCIAL AND HEALTH SERVICES FOR A LONG-TERM WORKING CAPITAL ADVANCE IN AN AMOUNT OF UP TO $300,000 Frazey moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Frazey and Sidhu (2) Nays: None (0) Absent: Byrd (1) 2. AB2019-372 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND WASHINGTON STATE DEPARTMENT OF SOCIAL AND HEALTH SERVICES, DEVELOPMENTAL DISABILITIES ADMINISTRATION FOR A COORDINATED AND COMPREHENSIVE PROGRAM OF SERVICES FOR PERSONS WITH DEVELOPMENTAL DISABILITIES, IN THE AMOUNT OF $3,678,521 Frazey moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Frazey and Sidhu (2) Nays: None (0) Absent: Byrd (1) 3. AB2019-381 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND SKAGIT COUNTY FOR PARTICIPATION IN THE YOUTH MARIJUANA PREVENTION AND EDUCATION PROGRAM, IN THE AMOUNT OF $28,000 Frazey moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Frazey and Sidhu (2) Nays: None (0) Absent: Byrd (1) 4. AB2019-382 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND WASHINGTON STATE DEPARTMENT OF CHILDREN, YOUTH AND FAMILIES TO OUTLINE GENERAL TERMS AND CONDITIONS OF AGREEMENTS BETWEEN THE AGENCIES Frazey moved to recommend approval to the full Council. AB2019-313 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO 3 ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY 4 AND THE LUMMI NATION FOR REPAIR OF THE LUMMI (RED) RIVER LEVEE 5 (COUNCIL ACTING AS THE WHATCOM COUNTY FLOOD CONTROL ZONE 6 DISTRICT BOARD OF SUPERVISORS) 7 8 Frazey moved to recommend approval to the Board of Supervisors. 9 10 The motion carried by the following vote: 11 Ayes: Frazey and Sidhu (2) 12 Nays: None (0) 13 Absent: Byrd (1) 14 15 6. AB2019-385 RESOLUTION AUTHORIZING AN APPLICATION TO THE BRIAN 16 ABBOTT FISH BARRIER REMOVAL BOARD FOR NORTH FORK ROAD/KENNEY 17 CREEK FISH PASSAGE PROJECT, CRP NO. 919007 18 19 Frazey moved to recommend approval to the full Council. 20 21 The motion carried by the following vote: 22 Ayes: Frazey and Sidhu (2) 23 Nays: None (0) 24 Absent: Byrd (1) 25 26 7. AB2019-370 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO 27 AWARD BID #19-39 AND ENTER INTO A SUBSEQUENT CONTRACT BETWEEN 28 WHATCOM COUNTY AND LAKE UNION DRYDOCK COMPANY FOR THE 29 ANNUAL DRYDOCKING, REPAIR AND MAINTENANCE OF THE WHATCOM 30 CHIEF FERRY, IN THE AMOUNT OF $555,219 31 32 Frazey moved to recommend approval to the full Council. 33 34 Eric Schlehuber, Public Works Department, submitted a handout (on file) and 35 answered questions on last year's costs. 36 37 The motion carried by the following vote: 38 Ayes: Frazey and Sidhu (2) 39 Nays: None (0) 40 Absent: Byrd (1) 41 42 43 COMMITTEE DISCUSSION 44 45 1.
