CALL TO ORDER
Committee Chair Satpal Sidhu called the meeting to order at 11:11 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

COUNTY EXECUTIVE'S REPORT
Jack Louws, County Executive, submitted a handout and reported the status of
upgrading the smoke evacuation system in the County jail.
SPECIAL PRESENTATION
1. AB2019-359 PRESENTATION OF THE BELLINGHAM WHATCOM COUNTY
TOURISM COUNTYWIDE WAYFINDING PROJECT
Sandy Ward, Bellingham Whatcom County Tourism President, submitted and read
from a presentation and answered questions on the Ferndale icon, creating a digital
presence in the wayfinding project, and project funding.
2. AB2019-390 PRESENTATION BY DON GOLDBERG, PORT OF BELLINGHAM,
REGARDING AFFORDABLE HOUSING ISSUES
The following people submitted and read from a presentation on behalf of the
Business and Commerce Advisory Committee and answered questions:
• Don Goldberg, Port of Bellingham
• Clark Campbell, Business and Commerce Advisory Committee Vice -Chair and
Gearaid CEO
• Pete Dawson, Business and Commerce Advisory Committee Member and
Dawson Construction CEO
Councilmembers and the presenters discussed county versus city jurisdictions,
whether the advisory committee's recommendations are feasible, and hiring a consultant to
develop a new draft housing development code for all jurisdictions.

into the future, which include maintaining existing buildings, major renovation of existing
buildings, renting, or consolidating departments into one new building.
