CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 1:30 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barbara Brenner, Barry Buchanan, and Carol Frazey
Absent: None
Also Present: Rud Browne, Tyler Byrd, Todd Donovan, and Satpal Sidhu
COMMITTEE DISCUSSION
1. AB2019-364 DISCUSSION REGARDING REQUEST TO PLACE A MEASURE ON
THE NOVEMBER 2019 GENERAL ELECTION BALLOT TO FORM A SOLID WASTE
DISPOSAL DISTRICT IN POINT ROBERTS
Councilmembers discussed a misconception that the ballot measure would form the
district, scheduling a public hearing on the potential advisory ballot measure, the existing
service provider, and getting feedback from more people in the community.
The following staff answered questions:
• Jeff Hegedus, Health Department
• Karen Frakes, Prosecutor's Office
Alison Calder spoke about making a community choice by putting the question on the
ballot and answered questions.
Ken Calder spoke about a disposal district and the service provider working together.
SPECIAL PRESENTATION
1. AB2019-314 UPDATE FROM WHATCOM COUNTY FOOD SYSTEM COMMITTEE
Riley Sweeney, Food Systems Committee Chair, gave a report on the issues that a
food system plan would address, including food deserts and fluctuating farm prices, and the
committee's plan for moving forward. He answered questions about food deserts in East
County.
