CALL TO ORDER
Committee Chair Todd Donovan called the meeting to order at 9:30 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Todd Donovan, Barry Buchanan, and Satpal Sidhu
Absent: None
Also Present: Barbara Brenner, Rud Browne, and Carol Frazey
COMMITTEE DISCUSSION
1. AB2019-360 DISCUSSION REGARDING A POSSIBLE AMENDMENT TO
WHATCOM COUNTY CODE CHAPTER 11.32 (BOATING AND SWIMMING,
SPECIAL RESTRICTIONS) TO PROHIBIT TWO-STROKE ENGINE POWERED
WATERCRAFT ON LAKE SAMISH
Donovan reported on adding the same language that applies to Lake Whatcom.
Councilmembers discussed the effective date and the possibility of, in the future, not
allowing any powered boats on lakes that are sources of drinking water.
Buchanan moved to set an effective date of November 1, 2019.
The motion carried by the following vote:
Ayes: Donovan, Buchanan, and Sidhu (3)
Nays: None (0)
2. AB2019-361 DISCUSSION REGARDING WHATCOM COUNTY CODE 2.27A,
AQUATIC INVASIVE SPECIES
The following Public Works Department staff answered questions:
• Gary Stoyka
• Jon Hutchings, Director
Councilmembers and staff discussed inspection of wake boats for aquatic invasive
species and whether the Council should pursue regulation on the local lakes.
The committee members concurred to hold in committee for two weeks and invite
the aquatic invasive species (AIS) staff from the City of Bellingham to attend to answer
questions.
