CALL TO ORDER
Committee Chair Satpal Sidhu called the meeting to order at 11:18 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

Present: Tyler Byrd, Carol Frazey, and Satpal Sidhu
Absent: None
Also Present: Barry Buchanan, Rud Browne, Barbara Brenner, and Todd
Donovan
COUNTY EXECUTIVE'S REPORT
There were no reports.
SPECIAL PRESENTATION
1. AB2019-287 QUARTERLY REPORT FROM WHATCOM COUNTY'S FINANCE
DEPARTMENT
Brad Bennett, Administrative Services Department, submitted and reported on the
2019 First Quarter Report. Sales tax and interest earnings are exceeding estimates.
Expenditures are on target. He answered questions on construction and permit fees.
COMMITTEE DISCUSSION
1. AB2019-331 DISCUSSION OF CRISIS STABILIZATION FACILITY
OPERATIONAL ISSUES
Anne Deacon, Health Department, reported on the construction of the crisis
stabilization facility and the shortfall in operational funds for non -Medicaid individuals. The
question is whether or not to move forward with the crisis stabilization facility. Also, if they
move forward, shall they also encumber it by June.
Jack Louws, County Executive, answered questions about the process for putting out
the construction bid. He recommended moving forward with construction bids.
Councilmembers and staff answered questions on the estimated operational annual
operational costs, alternate funding options, whether there are deadlines for constructing
the facility, the reason the State believes it's adequately funding operations, staffing issues
with service providers, whether other counties in the region will use the local facility, the
potential budget shortfall, and allocating some or all beds to Medicaid -only patients.

Sidhu stated this item will continue at the evening Council meeting under Other
Business.
COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. AB2019-310 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO
ENTER INTO A 35 YEAR LEASE AGREEMENT BETWEEN WHATCOM COUNTY
AND WHATCOM COUNTY SEARCH AND RESCUE COUNCIL, TO PROVIDE FOR
THE WHATCOM COUNTY SEARCH AND RESCUE USAGE OF REAL PROPERTY
TO HOUSE THEIR OPERATION IN FURTHERANCE OF THEIR PUBLIC SERVICE,
FOR THE ANNUAL AMOUNT OF $1.00
Byrd moved to recommend approval to the full Council.

COUNCIL "CONSENT AGENDA" ITEMS
1. AB2019-300 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO
ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND CATHOLIC
COMMUNITY SERVICES TO PROVIDE FUNDING FOR RESIDENT SUPPORT
SERVICES AT FRANCIS PLACE, IN THE AMOUNT OF $288,916
Frazey moved to recommend approval to the full Council.

2. AB2019-319 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO
ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND TRANSPO
GROUP USA, INC., TO DEVELOP THE WHATCOM COUNTY ADA TRANSITION
PLAN, IN THE AMOUNT OF $145,251.99
Frazey moved to recommend approval to the full Council.

Councilmembers and staff discussed criteria for selecting the contractors, involving
community members with a disability, and whether they can reopen the request for
qualifications (RFQ), federal and state building code requirements that don't consider the
unintended consequences for those with physical disabilities, and specific contract
requirements for reaching out to the disabled community.

3. AB2019-327 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO
ENTER INTO A RESIDENTIAL LEASE AGREEMENT BETWEEN WHATCOM
COUNTY AND TENANT EMELIA WILSON FOR THE APARTMENT AT 5236
NIELSON AVENUE, LOCATED ABOVE THE TENNANT LAKE INTERPRETIVE
CENTER, IN THE AMOUNT OF $945 PER MONTH
Byrd moved to recommend approval to the full Council.

4. AB2019-328 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO
ENTER IN TO A CONTRACT BETWEEN WHATCOM COUNTY AND UNIQUE
PLACES LLC TO PERFORM GIS MAPPING, ANALYSIS AND OUTREACH
MATERIALS DEVELOPMENT FOR THE PURCHASE OF DEVELOPMENT RIGHTS
PROGRAM, IN THE AMOUNT OF $43,000
Frazey moved to recommend approval to the full Council.

S. AB2019-330 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO
ENTER INTO A 2 YEAR AGREEMENT BETWEEN WHATCOM COUNTY AND WEST
PUBLISHING FOR ONLINE DATABASE AND SOFTWARE SUBSCRIPTIONS
Frazey moved to recommend approval to the full Council.

subscription service.

6. AB2019-311 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO
AWARD BID #19-37 AND ENTER INTO A SUBSEQUENT CONTRACT BETWEEN
WHATCOM COUNTY AND HERRON VALLEY, INC. DBA BAYSIDE SERVICES,
FOR THE ANNUAL STREET SWEEPING AND CLEANING SERVICES OF THE
LAKE WHATCOM AND LAKE SAMISH WATERSHED AREAS, IN THE AMOUNT
OF $75,000

questions on the street sweeping program and measuring how much phosphorus is diverted
from the lake due to street sweeping.
