ROLL CALL Present: Barry Buchanan and Carol Frazey Absent: Tyler Byrd Also Present: Barbara Brenner, Satpal Sidhu, Rud Browne, and Todd Donovan SPECIAL PRESENTATION 1. AB2019-243 PRESENTATION OF THE INCARCERATION PREVENTION AND REDUCTION TASK FORCE 2019 ANNUAL REPORT The following members of the Incarceration Prevention and Reduction Task Force reported and answered questions: • Jack Hovenier, Co -Chair • Stephen Gockley, Co -Chair Councilmembers thanked the presenters and all who have been involved in the Task Force. COMMITTEE DISCUSSION 2. AB2019-388 DISCUSSION REGARDING A PROPOSED ORDINANCE AMENDING WHATCOM COUNTY CODE 2.46.020 AND 2.46.030 TO REVISE THE WHATCOM COUNTY INCARCERATION PREVENTION AND REDUCTION TASK FORCE PURPOSE AND FUNCTION (ORDINANCE SCHEDULED FOR INTRODUCTION THIS EVENING) Buchanan reported and answered questions on the proposal to revise the Incarceration Prevention and Reduction Task Force (IPRTF) enabling ordinance to include a focus on the social determinants of health that impact criminogenic behavior. Frazey moved to recommend Introduction to the full Council.
