CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 2:00 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

Present: Barbara Brenner, Barry Buchanan, and Carol Frazey
Absent: None
Also Present: Tyler Byrd, Todd Donovan, and Satpal Sidhu
COMMITTEE DISCUSSION
1. AB2019-305 DISCUSSION REGARDING RECYCLING OPTIONS AT POINT
ROBERTS
Alison Calder submitted a handout (on file) and spoke and answered questions about
options for Point Roberts residents to recycle various materials in British Columbia (B.C.),
allowing residents to create a recycling district, allowing commercial recycling, B.C.'s efforts
to recycle materials within the province instead of shipping to China for recycling, staffing
levels, how to ensure recyclables are properly separated, and the existing recycling
structure and differences from a recycling district.
Ken Calder spoke about the process required for creating a recycling district.
Jeff Hegedus, Health Department, answered questions on B.C. recycling programs
and the processes required to create a disposal district in Point Roberts.
Councilmembers and presenters continued to speak about allowing the community to
make a recommendation on its preferred service levels, whether B.C. is subsidizing its
recycling efforts or if the businesses are solvent, and whether Can Do Recycling can work
directly with the B.C. recyclers.
Brenner stated this item is referred back to the Point Roberts residents to gather
more information and develop an advisory ballot measure.
