ROLL CALL Present: Todd Donovan, Barry Buchanan, and Satpal Sidhu Absent: None Also Present: Barbara Brenner, Rud Browne, Carol Frazey, and Tyler Byrd SPECIAL PRESENTATION 1. AB2019-256 PRESENTATION AND DISCUSSION OF DROUGHT CONTINGENCY PLANNING Steve Jilk, Public Utility District General Manager, submitted and read from a presentation and other handouts (on file) and answered questions. Gary Stoyka, Public Works Department, answered questions. Councilmembers, staff, and Mr. Jilk discussed available State resources for drought planning, local representation on a State committee, whether the Planning Unit was involved in the process, and proposed efforts to increase the supply of water during droughts. Atul Deshmane, Public Utility District Commissioner, spoke about the support for the PUD's efforts in water planning. COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 1. AB2019-296 RESOLUTION AFFIRMING THE PDR OVERSIGHT COMMITTEE RANKING AND AUTHORIZING WHATCOM COUNTY PURCHASE OF DEVELOPMENT RIGHTS ADMINISTRATOR AND WHATCOM COUNTY EXECUTIVE TO PROCEED WITH THE ACQUISITION OF A FORESTRY CONSERVATION EASEMENT ON THE SEED ORCHARD APPLICATION IW 9-oZ 2. AB2019-297 RESOLUTION AUTHORIZING WHATCOM COUNTY EXECUTIVE JACK LOUWS TO ACT AS THE AUTHORIZED REPRESENTATIVE ON BEHALF OF WHATCOM COUNTY FOR WASHINGTON STATE RECREATION AND CONSERVATION OFFICE WASHINGTON WILDLIFE AND RECREATION FARMLAND AND FORESTLAND PRESERVATION PROJECT GRANTS Natural Resources Committee, 5/21/2019, Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 Sean D'Agnolo, Purchase of Development Rights Oversight Committee, introduced the presentation. Chris Elder, Planning and Development Services Department, submitted and read from a presentation (on file) and answered questions about alternatives to the Whatcom Land Trust, the requirements of different funding sources, converting the Bishop landowner's surface water right to a groundwater right, identifying the amount of water available for development on certain properties, and appropriate locations for easements. Buchanan moved to recommend approval of the resolution (AB2019-296) to the full Council. The motion carried by the following vote: Ayes: Donovan, Buchanan, and Sidhu (3) Nays: None (0) Buchanan moved to recommend approval of the resolution (AB2019-297) to the full Council. The motion carried by the following vote: Ayes: Donovan, Buchanan, and Sidhu (3) Nays: None (0) OTHER BUSINESS There was no other business.
