8 Committee Chair Tyler Byrd called the meeting to order at 3:00 p.m. in the Council
9 Chambers, 311 Grand Avenue, Bellingham, Washington.

19 1. AB2019-255 REQUEST COUNTY COUNCIL REVIEW AND APPROVAL OF
20 THE PUBLIC PARTICIPATION PLAN FOR WHATCOM COUNTY
21 COMPREHENSIVE PLAN AND DEVELOPMENT REGULATIONS (THIS PLAN
22 WILL GUIDE PUBLIC PARTICIPATION EFFORTS RELATING TO
23 COMPREHENSIVE PLAN AND DEVELOPMENT REGULATION AMENDMENTS)

25 Matt Aamot, Planning and Development Services Department, gave a staff report
26 and answered questions.

28 Councilmembers and staff discussed the appropriate levels of public participation,
29 public participation levels for previous repeals of subarea plans, the history of subarea
30 plans in general, and whether the increased level will further delay other projects they've
31 been working on.

33 Brenner moved to amend to move item D-9, "Repeal Cherry Point -Ferndale
34 Subarea Plan" from a level 1 project on plan page 4-3 to a level 3 project on plan page 4-5.

36 Tim Johnson, Phillips 66 Public Affairs Director, spoke in support of increasing the
37 public participation level to level 3.

39 The motion to amend carried by the following vote:
40 Ayes: Brenner and Byrd (2)
41 Nays: Donovan (1)

43 Staff and councilmembers discussed a requirement for a Buildable Lands review and
44 evaluation program, planning for future growth around the county, and the status of listed
45 docketed amendment requests.

47 Donovan moved to amend to add the Business and Commerce Advisory Committee
48 to Table 1.

50 The motion to amend carried by the following vote:
51 Ayes: Brenner, Byrd, and Donovan (3)

Councilmembers and staff discussed the timeline for the Shoreline Management Plan
update.
Donovan moved to recommend approval as amended to the full Council.
The motion carried by the following vote:
Ayes: Brenner, Byrd, and Donovan (3)
Nays: None(0)
