CALL TO ORDER
Committee Chair Todd Donovan called the meeting to order at 10:30 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Todd Donovan and Barry Buchanan
Absent: None
Also Present: Barbara Brenner, Rud Browne, Carol Frazey, and Tyler Byrd
COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. AB2019-260 REPORT FROM WHATCOM COUNTY'S PARKS AND
RECREATION DEPARTMENT
Mike McFarlane, Parks and Recreation Department Director, submitted and read from
a presentation and handouts (on file) and answered questions.
The following staff also answered questions:
• Jack Louws, County Executive
• Tyler Schroeder, Executive's Office
Staff and councilmembers discussed how to deal with beaver dam problems at Silver
Lake Park and whether or not the Plantation Rifle Range should allow supervised children to
shoot handguns.
Louws submitted a handout (on file) and gave a staff report and answered questions
on impacts to the staff bargaining contract by contracting out the operations of the
Plantation Rifle Range.

There was no other business.
