ROLL CALL Present: Tyler Byrd and Carol Frazey Absent: Satpal Sidhu Also Present: Barbara Brenner, Barry Donovan COUNTY EXECUTIVE'S REPORT Buchanan, Rud Browne, and Todd Jack Louws, County Executive, reported on the following items: • A certificate of good practice awarded to the Public Works Department • The appointment of Mike Health to the citizen severe weather committee • The legislative impacts to the County from the State budget The Executive and councilmembers discussed State funding for the operation of the crisis stabilization facility. SPECIAL PRESENTATION 1. AB2019-228 ANNUAL PRESENTATION ON THE EFFORTS OF THE COMMISSION ON SEXUAL & DOMESTIC VIOLENCE Susan Marks, Bellingham/Whatcom County Commission on Sexual and Domestic Violence Director, submitted handouts (on file) and read from a presentation on coordinating community efforts to address sexual and domestic violence and answered questions on restorative practices, the legal implications of acknowledging responsibility, and contributions to the Commission from the small cities. 2. AB2019-259 REPORT FROM WHATCOM COUNTY'S FACILITIES MANAGEMENT DEPARTMENT Rob Ney, Administrative Services Department, gave a presentation on various County projects, including the courthouse exterior project, crisis stabilization facility construction, jail repairs, swapping the Law Library and Elections Office basement spaces, fire alarm and other security improvement projects, and the Facilities Division move to the Williamson Way location. Finance and Administrative Services Committee, 5/7/2019, Page 1 1 2 Councilmembers and staff discussed the engineer's estimate versus the bid for the 3 jail door project. 4 5 6 COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 7 8 1. AB2019-267 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE 9 TO ENTER INTO AN AGREEMENT BETWEEN WHATCOM COUNTY AND 10 COMPASS HEALTH AND T-MOBILE WEST LLC FOR THIRD AMENDMENT TO 11 SITE EASEMENT WITH OPTIONS 12 13 Frazey moved to recommend approval to the full Council. 14 15 Rusty Noble, Administrative Services Department, answered questions on the 16 expanded fence. 17 18 The motion carried by the following vote: 19 Ayes: Byrd and Frazey (2) 20 Nays: None (0) 21 Absent: Sidhu (1) 22 23 2. AB2019-250 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE 24 TO ENTER IN TO A COOPERATIVE AGREEMENT WITH THE US ARMY CORPS 25 OF ENGINEERS FOR REPAIRS TO THE TWIN VIEW LEVEE ALONG THE LEFT 26 BANK OF THE NOOKSACK RIVER NEAR THE TOWN OF EVERSON IN THE 27 AMOUNT OF $357,500 (COUNCIL ACTING AS THE WHATCOM COUNTY FLOOD 28 CONTROL ZONE DISTRICT BOARD OF SUPERVISORS) 29 30 Frazey moved to recommend approval to the Board of Supervisors. 31 32 The motion carried by the following vote: 33 Ayes: Byrd and Frazey (2) 34 Nays: None (0) 35 Absent: Sidhu (1) 36 37 3. AB2019-211 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE 38 TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY 39 AND NORTH SOUND BEHAVIORAL HEALTH ORGANIZATION TO PROVIDE 40 MATCH FUNDS FOR CONTINUING THE PROJECTS FOR ASSISTANCE IN 41 TRANSITION FROM HOMELESSNESS (PATH) FEDERAL GRANT ACTIVITIES IN 42 WHATCOM COUNTY, IN THE AMOUNT OF $75,469. 43 44 Frazey moved to recommend approval to the full Council. 45 46 Perry Mowery, Health Department, gave a staff report and answered questions on 47 the number of people being served. 48 49 The motion carried by the following vote: 50 Ayes: Byrd and Frazey (2) 51 Nays: None (0) 52 Absent: Sidhu (1) 53 Finance and Administrative Services Committee, 5/7/2019, Page 2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 53 4. AB2019-254 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO AWARD BID #19-25 AND ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND COWDEN, INC., FOR THE SUPPLY OF CRUSHED AGGREGATE TO BE STOCKPILED AT VARIOUS WHATCOM COUNTY PIT SITES INCLUDING POINT ROBERTS, LUMMI ISLAND AND WHATCOM COUNTY'S ABEL PIT AND USED BY THE PUBLIC WORKS -MAINTENANCE AND OPERATIONS DIVISION FOR THE ANNUAL CHIP SEALING PROGRAM; ADDITIONALLY, WORK SHALL INCLUDE HAULING OF DITCHING WASTE MATERIAL FROM POINT ROBERTS TO WHATCOM COUNTY MAINLAND, IN THE AMOUNT OF $843,248.00 Frazey moved to recommend approval to the full Council. Gina Miller, Public Works Department, answered questions on the cost of additional trip requirements in moving materials through Canada. The motion carried by the following vote: Ayes: Byrd and Frazey (2) Nays: None (0) Absent: Sidhu (1) 5. AB2019-273 REQUEST APPROVAL OF THE ECONOMIC DEVELOPMENT INVESTMENT (EDI) BOARD'S RECOMMENDATIONS FOR FUNDING OF THE PORT OF BELLINGHAM'S REQUEST FOR A GRANT IN THE AMOUNT OF $750,000, AND OF THE WHATCOM COUNTY SHERIFF'S REQUEST FOR A GRANT IN THE AMOUNT OF $515,000 Frazey moved to recommend approval to the full Council. The following presenters gave information on the projects and answered questions: • Jack Louws, County Executive • Gina Stark, Port of Bellingham • Tyler Schroeder, Executive's Office • John Gargett, Sheriffs Office • Bill Elfo, County Sheriff Councilmembers and presenters discussed existing fiberoptic the estimate for ongoing operating costs is accurate, whether they jobs with the use of the Economic Development Investment (EDI) mechanism, creating redundancy in the infrastructure, keeping the radio system, the use of the Emergency Management Services (EMS) redundant routes.
