ROLL CALL Present: Barbara Brenner, Tyler Byrd, and Todd Donovan Absent: None Also Present: Rud Browne, Barry Buchanan, Carol Frazey, and Satpal Sidhu COMMITTEE DISCUSSION 1. AB2019-208 DISCUSSION OF A PROPOSED ORDINANCE ADOPTING AMENDMENTS TO WCC TITLE 20 ZONING, AMENDING THE LOT COVERAGE LIMITS FOR PUBLIC COMMUNITY FACILITIES IN THE RESIDENTIAL RURAL (RR), RURAL (R), AND POINT ROBERS TRANSITIONAL ZONE (TZ) DISTRICTS (RELATED ORDINANCE TO BE INTRODUCED THIS EVENING UNDER AB2019-207) The following Planning and Development staff gave a staff report and answered questions: • Cliff Strong • Mark Personius, Director • Nick Smith Councilmembers and staff discussed the reason for allowing 35 percent lot coverage, a Hearings Board decision regarding stormwater and building footprint size, potential future concerns due to a reference about allowing community centers, whether there were proposals from churches or community centers, the need for grocery stores in rural communities to avoid creating food deserts, the lack of non -potable water for fire suppression, and compliance with the Growth Management Act. Brenner moved to recommend introduction.
