CALL TO ORDER
Committee Chair Todd Donovan called the meeting to order at 9:30 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Todd Donovan, Barry Buchanan, and Satpal Sidhu
Absent: None
Also Present: Barbara Brenner, Rud Browne, and Carol Frazey
SPECIAL PRESENTATION
1. AB2019-217 REPORT ON SILVER LAKE PARK RENOVATION PROJECT
The following Parks and Recreation Department staff submitted handouts, gave a
staff report, and answered questions:

• Mike McFarlane, Director
Staff and Councilmembers discussed options for reducing the total number of trees
being removed, the location of the septic field, other timber harvests on parks properties, a
tree planting program in the parks, natural self -thinning of smaller trees in the forest by
bigger trees, and reuse and recycling of downed trees for other natural and cultural
preservation efforts.
COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. AB2019-216 RESOLUTION SUPPORTING FUNDING FOR STEWARDSHIP
FORESTER POSITIONS IN THE DEPARTMENT OF NATURAL RESOURCES
SMALL FOREST LANDOWNER OFFICE
Brenner reported on the proposed resolution.
Councilmembers discussed sending it to the State legislature and the historical
number of positions.
Buchanan moved to recommend approval to the full Council.
The motion carried by the following vote:
Ayes: Donovan, Buchanan, and Sidhu (3)

Sidhu reported on a grant received by the Public Utility District on the Whatcom
County, regional, and state drought contingency plans.
