CALL TO ORDER
Committee Member Barry Buchanan called the meeting to order at 10:15 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barry Buchanan and Satpal Sidhu
Absent: Todd Donovan
Also Present: Barbara Brenner, Rud Browne, Carol Frazey, and Tyler Byrd
COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. AB2019-179 ORDINANCE AMENDING WCC 2.120.040 MEMBERSHIP- TERM OF
OFFICE FOR SURFACE MINING ADVISORY COMMITTEE
Joshua Fleischmann, Planning and Development Services Department, gave a staff report
on waiving the requirement to wait a year before reapplying to the committee after term limits.
Staff and councilmembers discussed encouraging industries to participate in the process,
recruiting efforts for new members, the current work of the Surface Mining Advisory Committee,
and creating an inventory of all boards and commissions and evaluating whether they are still
necessary.
Sidhu moved to recommend approval to the full Council.
The motion carried by the following vote:
Ayes: Buchanan and Sidhu (2)
Nays: None (0)
Absent: Donovan (1)
OTHER BUSINESS
Sidhu praised the Planning Department for publishing a newsletter on natural resources.
