ROLL CALL Present: Tyler Byrd, Carol Frazey, and Satpal Sidhu Absent: None Also Present: Barbara Brenner, Barry Buchanan, Rud Browne, and Todd Donovan COUNTY EXECUTIVE'S REPORT Jack Louws, County Executive, reported on a recent community meeting with councilmembers in Point Roberts and answered questions on the development of the boardwalk. COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 1. AB2019-189 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND PACIFIC CM LLC FOR MATERIAL SAMPLE COLLECTION, ON -SITE MATERIAL INSPECTION, ON -SITE CONSTRUCTION INSPECTION, CONCRETE TESTING, HOT MIX ASPHALT (HMA), AGGREGATES AND OTHER CONSTRUCTION MATERIALS, FOR VARIOUS PROJECTS, IN THE AMOUNT NOT TO EXCEED $200,000 Byrd moved to recommend approval to the full Council. Jim Karcher, Public Works Department, gave a staff report and answered questions. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) 2. AB2019-187 ORDINANCE AMENDING WHATCOM COUNTY CODE CHAPTER 2.128, BUSINESS AND COMMERCE ADVISORY COMMITTEE, TO AMEND MEMBERSHIP Buchanan moved to recommend adoption to the full Council. Councilmembers discussed the membership and ensuring an odd number of advisory committee members. Finance and Administrative Services Committee, 4/9/2019, Page 1 Sidhu moved to amend to also add an additional at -large member to create an odd number of voting members. The motion to amend carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) The motion to recommend approval as amended carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) 3. AB2019-176 ORDINANCE AMENDING THE FERRY SYSTEM PETTY CASH REVOLVING FUND FROM $1800 TO $3300 Frazey moved to recommend adoption to the full Council. Jon Hutchings, Public Works Department Director, gave a staff report. Councilmembers and staff discussed why cash handling rules require an ordinance to increase petty cash amounts. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) 4. AB2019-184 ORDINANCE AMENDING THE PROJECT BUDGET FOR THE EAST WHATCOM REGIONAL RESOURCE CENTER EXPANSION PROJECT, IN THE AMOUNT OF $115,000 Frazey moved to recommend adoption to the full Council. Tyler Schroeder, Executive's Office, gave a staff report. Councilmembers and staff asked about the food bank at the location. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) COUNCIL "CONSENT AGENDA" ITEMS 1. AB2019-173 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND WASHINGTON STATE PARKS AND RECREATION COMMISSION FOR ANNUAL RECREATIONAL BOATING SAFETY FEDERAL FINANCIAL ASSISTANCE GRANT, IN THE AMOUNT OF $15,392.75 AND REQUIRING LOCAL MATCH OF $27,617.31 Byrd moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) Finance and Administrative Services Committee, 4/9/2019, Page 2 2. AB2019-185 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND CODE PUBLISHING CO. TO INCREASE COMPENSATION TO AN AMENDED TOTAL AMOUNT OF $63,412 Frazey moved to recommend approval to the full Council. Dana Brown -Davis, Clerk of the Council, answered questions about Code Publishing's service to the County Council in publishing the County Code on its website. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) 3. AB2019-195 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND CASCADIA LAW GROUP, PLCC TO DEVELOP SPECIFIC TEXT AMENDMENTS TO THE WHATCOM COUNTY COMPREHENSIVE PLAN AND WHATCOM COUNTY CODE (WCC) THAT IMPLEMENT AND ARE CONSISTENT WITH THE PROVISIONS OF RESOLUTION NO. 2019-004 Frazey moved to recommend approval to the full Council. Councilmembers discussed whether the contracted attorneys are biased and the original selection process for hiring the law firm. The motion carried by the following vote: Ayes: Frazey and Sidhu (2) Nays: Byrd (1) 4. AB2019-206 REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AWARD RFP #19-12, AND AUTHORIZATION TO ENTER INTO A 36-MONTH LEASE WITH MARPLE FLEET LEASING FOR LEASING FOUR VEHICLES FOR THE SHERIFF'S OFFICE, IN THE AMOUNT OF $71,704.12 Byrd moved to recommend approval to the full Council. Jeff Parks, Sheriff's Office, gave a staff report and answered questions. Councilmembers and staff discussed the reason for leasing instead of buying. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) OTHER BUSINESS There was no other business.
