AB2019-226 REPORT FROM WHATCOM COUNTY'S HUMAN RESOURCES 31 DEPARTMENT 32 33 Karen Goens, Administrative Services Department, submitted and read from a 34 presentation, gave a staff report, and answered questions. 35 36 Staff and councilmembers discussed Workers' Comp time loss claims and costs, 37 succession planning, and gender pay equity gaps. 38 39 40 COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 41 42 1. AB2019-227 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO 43 ENTER IN TO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY 44 FLOOD CONTROL ZONE DISTRICT AND DIKING DISTRICT #2 TO PROVIDE 45 COST -SHARE FUNDING FOR THE SANDE-WILLIAMS LEVEE REHABILITATION 46 IN THE NET AMOUNT OF $68,000 (COUNCIL ACTING AS THE WHATCOM 47 COUNTY FLOOD CONTROL ZONE DISTRICT BOARD OF SUPERVISORS) 48 49 Byrd moved to recommend approval to the Board of Supervisors. 50 51 The motion carried by the following vote: 52 Ayes: Byrd, Frazey, and Sidhu (3) 53 Nays: None (0) Finance and Administrative Services Committee, 4/23/2019, Page 1 1 2 2. AB2019-203 ORDINANCE AMENDING THE PROJECT BUDGET FOR THE NEW 28 JAIL FUND 2013-2014, REQUEST NO. 4 29 30 Byrd moved to recommend adoption to the full Council. 31 32 The motion carried by the following vote: 33 Ayes: Byrd, Frazey, and Sidhu (3) 34 Nays: None (0) 35 36 S. AB2019-220 ORDINANCE AMENDING THE 2019 WHATCOM COUNTY BUDGET, 37 SIXTH REQUEST, IN THE AMOUNT OF $836,000 38 39 Frazey moved to recommend adoption to the full Council. 40 41 The following staff answered questions: 42 0 Mike McFarlane, Parks Department Director 43 • Jack Louws, County Executive 44 45 Councilmembers and staff discussed the possibility of the Custer Gun Club in running 46 operations at Plantation Rifle Range and whether the County would be required to repay the 47 grant if another nonprofit took over. 48 49 The motion carried by the following vote: 50 Ayes: Byrd, Frazey, and Sidhu (3) 51 Nays: None (0) 52 Finance and Administrative Services Committee, 4/23/2019, Page 2 6. AB2019-211 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND NORTH SOUND BEHAVIORAL HEALTH ORGANIZATION TO PROVIDE MATCH FUNDS FOR CONTINUING THE PROJECTS FOR ASSISTANCE IN TRANSITION FROM HOMELESSNESS (PATH) FEDERAL GRANT ACTIVITIES IN WHATCOM COUNTY, IN THE AMOUNT OF $75,469 Byrd moved to recommend approval to the full Council. Perry Mowery, Health Department, answered questions. Councilmembers and staff discussed data on success from similar programs in other communities and the reason for the short-term agreement. Byrd moved to hold in committee to receive more data on the program. The motion to hold in committee carried by the following vote: Ayes: Byrd and Sidhu (2) Nays: Frazey (1) S. AB2019-221 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND SKAGIT COUNTY FOR SKAGIT COUNTY'S ADMINISTRATION OF THE HOUSING COMMUNITY DEVELOPMENT BLOCK GRANT, IN THE AMOUNT OF $2,000 Frazey moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) 9. AB2019-239 RESOLUTION OF THE WHATCOM COUNTY COUNCIL UPDATING THE APPENDIX OF THE 2015 COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY (CEDS) Jack Louws, County Executive, answered questions. Councilmembers and staff discussed repair versus replacement of the Northwest Annex and whether or not they should include low priority projects. Sidhu moved to amend the language on the Northwest Annex regarding repair over replacement. The motion to amend carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) Sidhu moved to recommend approval as amended to the full Council. AB2019-218 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND NORTH SOUND BEHAVIORAL HEALTH ADMINISTRATIVE SERVICES ORGANIZATION FOR PARTICIPATION IN THE INTEGRATED CARE NETWORK TO PROVIDE BEHAVIORAL HEALTH SERVICES IN THE NORTH SOUND REGIONAL SERVICE AREA Frazey moved to recommend approval to the full Council. AB2019-219 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND PACIFIC SURVEYING AND ENGINEERING, INC. TO PROVIDE ON -CALL PROFESSIONAL LAND SURVEYING SERVICES FOR 2019-2020 IN THE AMOUNT NOT -TO - EXCEED $100,000 Byrd moved to recommend approval to the full Council. AB2019-225 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO AWARD BID #19-24 AND ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND LAKESIDE INDUSTRIES, INC., FOR ANNUAL HOT MIX ASPHALT PRELEVEL WORK IN AN AMOUNT NOT TO EXCEED $1,137,999.00 Frazey moved to recommend approval to the full Council. AB2019-237 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO THE 2019-2020 COLLECTIVE BARGAINING AGREEMENT BETWEEN WHATCOM COUNTY AND TEAMSTERS LOCAL 231 REPRESENTING MASTER EMPLOYEES Frazey moved to recommend approval to the full Council.
