ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY
AND NORTH SOUND BEHAVIORAL HEALTH ORGANIZATION TO PROVIDE
MATCH FUNDS FOR CONTINUING THE PROJECTS FOR ASSISTANCE IN
TRANSITION FROM HOMELESSNESS (PATH) FEDERAL GRANT ACTIVITIES IN
WHATCOM COUNTY, IN THE AMOUNT OF $75,469
Byrd moved to recommend approval to the full Council.
Perry Mowery, Health Department, answered questions.
Councilmembers and staff discussed data on success from similar programs in other
communities and the reason for the short-term agreement.
Byrd moved to hold in committee to receive more data on the program.
The motion to hold in committee carried by the following vote:

S. AB2019-221 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO
ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY
AND SKAGIT COUNTY FOR SKAGIT COUNTY'S ADMINISTRATION OF THE
HOUSING COMMUNITY DEVELOPMENT BLOCK GRANT, IN THE AMOUNT OF
$2,000
Frazey moved to recommend approval to the full Council.

Councilmembers and staff discussed repair versus replacement of the Northwest
Annex and whether or not they should include low priority projects.
Sidhu moved to amend the language on the Northwest Annex regarding repair over
replacement.
