ROLL CALL Present: Tyler Byrd, Carol Frazey, and Satpal Sidhu Absent: None Also Present: Barbara Brenner, Barry Buchanan, and Rud Browne COUNTY EXECUTIVE'S REPORT Jack Louws, County Executive, reported on the following items and answered questions: 1. Funding for triage facility operations 2. Upcoming supplemental budget requests for the jail contract 3. Upcoming Cascadia Law contract approval Tyler Schroeder, Executive's Office, spoke about the three items scheduled for public hearing at the evening County Council meeting: 1. AB2019-153 Ordinance amending Whatcom County Code 6.04 Animal Control, Chapter 6.04.020 Definitions and 6.04.031 Administration and Enforcement Schroeder gave a staff report and answered questions. 2. AB2019-158 Resolution and Public Hearing regarding support for a Community Development Block Grant funding application Schroeder gave a staff report and answered questions. Greg Winter, Opportunity Council Executive Director, answered questions on homeless shelter opportunities at the Opportunity Council.. 3. AB2019-159 Resolution requesting Council authorization of the release of covenants on the property known as the Playground Tract, Bennett Hill supplemental Schroeder gave a staff report and answered questions on the history of past agreements and covenants, neighborhood concerns, potential legal liability, and public hearing requirements. AB2019-169 PRESENTATION FROM THE WESTERN WASHINGTON 4 UNIVERSITY SMALL BUSINESS DEVELOPMENT CENTER REGARDING THEIR 5 2018 SERVICES AND ECONOMIC IMPACTS IN WHATCOM COUNTY 6 7 CJ Seitz, Small Business Development Center (SBDC), gave a video and PowerPoint 8 presentation on the history of the SBDC, how the SBDC helps its clients, and successes in 9 2018. She answered questions. 10 11 Councilmembers and Ms. Seitz discussed diversity of the clients and focusing on 12 small businesses. 13 14 2. AB2019-168 PRESENTATION OF THE 2019 ECONOMIC DEVELOPMENT 15 STRATEGY 16 17 Don Goldberg, Port of Bellingham, gave a presentation on the 2019 strategic plan for 18 economic development and answered questions. 19 20 Councilmembers and Mr. Goldberg discussed the timing of rural broadband in the 21 county, defining the difference between small and big businesses, coordinating 22 communications in rural areas with emergency services, cybersecurity, and data showing 23 the return on the County's investment. 24 25 26 COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 27 28 1. AB2019-150 ORDINANCE INCREASING SHERIFF'S OFFICE PETTY CASH 29 FUND 30 31 Byrd moved to recommend adoption to the full Council. 32 33 The motion carried by the following vote: 34 Ayes: Byrd, Frazey, and Sidhu (3) 35 Nays: None (0) 36 37 2. AB2019-160 ORDINANCE AMENDING THE 2019 WHATCOM COUNTY 38 BUDGET, REQUEST NO. 4, IN THE AMOUNT OF $2,260,652 39 40 Frazey moved to recommend adoption to the full Council. 41 42 The following Health Department staff answered questions: 43 • Jeff Hegedus 44 . John Wolpers 45 46 Councilmembers and staff discussed the replacement of the 1961 trailer, how much 47 money is collected in Point Roberts for garbage services, level of garbage service, and the 48 geographic challenges of providing garbage service to Point Roberts. 49 50 Frazey moved to amend to remove item 2701, funding for repairs to the Plantation 51 Rifle Range. 52 53 Finance and Administrative Services Committee, 3/26/2019, Page 2 1 The following staff answered questions: 2 • Christina Schoenfelder, Public Works Department 3 • Jack Louws, County Executive 4 0 Christ Tomsen, Parks Department 5 0 Mike McFarlane, Parks Department Director 6 7 Councilmembers and staff discussed the need for the ferry terminal structural repair 8 and repairs to and operation of the Plantation Rifle Range. 9 10 The motion to amend carried by the following vote: 11 Ayes: Byrd, Frazey, and Sidhu (3) 12 Nays: None (0) 13 14 Byrd moved to amend to remove budget items as shown on packet page 28: 15 • Item one for funding for Project Now in the Health Department in the amount 16 of $114,985 17 • Item five for funding Point Roberts solid waste facilities improvements in the 18 amount of $85,000 19 20 Councilmembers and staff discussed the need to complete repairs on the Plantation 21 Rifle Range. 22 23 Byrd amended his motion and moved to amend to remove the two items and 24 hold the two items in committee for more information. 25 26 The motion to amend failed by the following vote: 27 Ayes: Byrd (1) 28 Nays: Frazey and Sidhu (2) 29 30 The motion to recommend adoption as amended carried by the following vote: 31 Ayes: Frazey and Sidhu (2) 32 Nays: Byrd (1) 33 34 3. AB2019-156 ORDINANCE TO REPEAL ORDINANCE 2019-017 35 36 Byrd moved to recommend adoption to the full Council. 37 38 The motion carried by the following vote: 39 Ayes: Byrd, Frazey, and Sidhu (3) 40 Nays: None (0) 41 42 4. AB2019-161 RESOLUTION CELEBRATING APRIL AS A MONTH OF SIKH 43 AWARENESS AND APPRECIATION IN WHATCOM COUNTY 44 45 Frazey moved to recommend approval to the full Council. 46 47 The motion carried by the following vote: 48 Ayes: Byrd, Frazey, and Sidhu (3) 49 Nays: None (0) 50 51 5. AB2019-191 RESOLUTION IN SUPPORT OF RETAINING THE ALASKA 52 MARINE HIGHWAY SYSTEM BETWEEN BELLINGHAM AND ALASKA 53 DESTINATIONS Finance and Administrative Services Committee, 3/26/2019, Page 3 1 2 Frazey moved to recommend approval to the full Council. 3 4 Councilmembers discussed getting more information on why this service is a value to 5 the community. 6 7 The motion carried by the following vote: 8 Ayes: Frazey and Sidhu (2) 9 Nays: None (0) 10 Abstains: Byrd (1) 11 12 13 COUNCIL "CONSENT AGENDA" ITEMS 14 15 1. AB2019-164 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO 16 ENTER INTO AN AGREEMENT BETWEEN WHATCOM COUNTY AND WHATCOM 17 COUNSELING AND PSYCHIATRIC CLINIC, INC. AND T-MOBILE WEST LLC FOR 18 THIRD AMENDMENT TO SITE EASEMENT WITH OPTIONS 19 20 This item is withdrawn from the agenda. 21 22 2. AB2019-165 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO 23 ENTER INTO A CONTRACT WHATCOM COUNTY AND REISNER 24 DISTRIBUTORS, INC., TO PROVIDE CARD LOCK FUEL SERVICES FOR 25 WHATCOM COUNTY FLEET VEHICLES AT PACIFIC PRIDE FUELING STATIONS 26 IN THE AMOUNT OF $400,000 27 28 Byrd moved to recommend approval to the full Council. 29 30 The motion carried by the following vote: 31 Ayes: Byrd, Frazey, and Sidhu (3) 32 Nays: None (0) 33 34 3. TO CONDUCT BACKGROUND INVESTIGATIONS ON CANDIDATES FOR EMPLOYMENT WITH THE SHERIFF'S OFFICE, IN THE AMOUNT OF $42,000 Byrd moved to recommend approval to the full Council. AB2019-177 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND THE WATERSHED COMPANY TO ASSIST IN THE PERIODIC REVIEW OF THE SHORELINE MASTER PROGRAM IN THE AMOUNT OF $100,000 Frazey moved to recommend approval to the full Council.
