CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 1:32 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

Present: Barbara Brenner, Barry Buchanan, and Carol Frazey
Absent: None

COMMITTEE DISCUSSION
1. AB2019-188 DISCUSSION REGARDING PT. ROBERTS SOLID WASTE ISSUES
Mark Robbins referenced two letters he wrote about solid waste management to the
County Council and Health Department and spoke about minimum level of service, creating
a Point Roberts solid waste district, mandatory curbside collection, and promoting increased
recycling and reduced use in the community through public education.
Jeff Hegedus, Health Department, gave a staff report on funding to replace the office
space and reimbursing the company for certain curbside services. He answered questions
on the possibility of creating a solid waste taxing district.
Councilmembers and staff discussed reevaluating the service after one year, service
consistency with the rest of the county, funding for educating the community on recycling,
and options for subsidizing people who can't afford the fee.
