CALL TO ORDER
Committee Chair Tyler Byrd called the meeting to order at 2:33 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barbara Brenner and Tyler Byrd
Absent: Todd Donovan
Also Present: Carol Frazey and Rud Browne
SPECIAL PRESENTATION
1. AB2019 180 PLANNING AND DEVELOPMENT SERVICES' SEMI ANNUAL
REPORT
Mark Personius, Planning and Development Services Director, submitted and read
from a presentation (on file) on the department structure, focus, new permit software, the
volume of permit regulations, customer service strategy, services to the community,
barriers to customer service, and improving service delivery. He answered questions.
Councilmembers and Mr. Personius discussed different interpretations of the
regulations, tracking the amount of time it takes to get a permit with the new software, the
ability to create a decision tree that both staff and an applicant can use, when notices of
additional requirements (NOARs) are issued, the timeline for the Code overhaul and other
improvements, the growth rate, and collecting permit applicant feedback about the process.
OTHER BUSINESS
Byrd stated a citizen asked about updating the Code to allow a small trolling motor
on a boat on Wiser Lake in the wintertime. He will bring forward more information to a
future Committee meeting.
Brenner stated a citizen wants the Council to create a no shooting zone around the
denser areas of Lake Samish.
