AB2019-102 DISCUSSION OF PROPOSED MODIFICATIONS TO THE 30 UNIFIED FEE SCHEDULE TO ACCOMMODATE CHANGES TO THE AQUATIC 31 INVASIVE SPECIES (AIS) ORDINANCE WCC 2.27A (PUBLIC HEARING ON 32 RELATED ORDINANCE SCHEDULED FOR THIS EVENING UNDER AB2019-106) 33 34 Gary Stoyka, Public Works Department, gave a staff report on creating a one- 35 day pass, creating a lower rate for small motorized boats that don't require a State 36 license, and changing the motorized fee rate for a season pass. 37 38 Frazey moved to recommend approval to the full Council. 39 40 The motion carried by the following vote: 41 Ayes: Frazey and Sidhu (2) 42 Nays: None (0) 43 Absent: Byrd (1) 44 45 46 COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 47 48 1. AB2019-135 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO 49 ENTER INTO A GRANT AGREEMENT BETWEEN WHATCOM COUNTY AND THE 50 DEPARTMENT OF ECOLOGY (DOE) FOR WATER QUALITY COMBINED 51 FINANCIAL ASSISTANCE GRANT AGREEMENT WQC-2017-WHCOPW-00030 52 FOR THE AGATE BAY STORMWATER IMPROVEMENTS PROJECT IN THE 53 AMOUNT OF $552,548.62 Finance and Administrative Services Committee, 2/26/2019, Page 1 1 2 Frazey moved to recommend approval to the full Council. 3 4 The motion carried by the following vote: 5 Ayes: Frazey and Sidhu (2) 6 Nays: None (0) 7 Absent: Byrd (1) 8 9 2. AB2019-124 ORDINANCE AMENDING THE 2019 WHATCOM COUNTY 10 BUDGET, REQUEST NO. 2, IN THE AMOUNT OF $4,901,742 11 12 The following staff answered questions on the Courthouse building envelope 13 project: 14 0 Rob Ney, Administrative Services Department 15 . AB2019-128 ORDINANCE AMENDING COURTHOUSE BUILDING ENVELOPE 26 PROJECT BUDGET (AS ESTABLISHED THROUGH ORDINANCE 2014-085) 27 THIRD REQUEST, IN THE AMOUNT OF $4,700,000 FOR A TOTAL PROJECT 28 BUDGET OF $7,377,809 29 30 Byrd moved to recommend approval to the full Council. 31 32 Rob Ney, Administrative Services Department, answered questions on whether 33 this solution will solve the problems. 34 35 The motion carried by the following vote: 36 Ayes: Byrd, Frazey, and Sidhu (3) 37 Nays: None (0) 38 39 4. AB2019-126 RESOLUTION AMENDING THE 2019 FLOOD CONTROL ZONE DISTRICT AND SUBZONES BUDGET, REQUEST NO. 2, IN THE AMOUNT OF $90,659 (COUNCIL ACTING AS THE WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT BOARD OF SUPERVISORS) Byrd moved to recommend approval to the Flood Control Zone District Board of Supervisors. Gary Stoyka, Public Works Department, gave a staff report and answered questions about the surface water and groundwater modeling project. The motion carried by the following vote: Ayes: Byrd, Frazey, and Sidhu (3) Nays: None (0) OTHER BUSINESS There was no other business.
