CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 1:00 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barbara Brenner, Barry Buchanan, and Carol Frazey
Absent: None
Also Present: Rud Browne and Todd Donovan
COMMITTEE DISCUSSION
1. AB2019-134 DISCUSSION REGARDING AN ORDINANCE GRANTING DEER
CREEK WATER ASSOCIATION A FRANCHISE AND THE RIGHT, PRIVILEGE,
AND AUTHORITY THEREUNDER TO LOCATE, SET, ERECT, LAY, CONSTRUCT,
EXTEND, SUPPORT, ATTACH, CONNECT, MAINTAIN, REPAIR, REPLACE,
ENLARGE, OPERATE AND USE FACILITIES IN, UPON, OVER, UNDER, ALONG,
ACROSS AND THROUGH THE FRANCHISE AREA TO ALLOW FOR THE
PROVISION OF WATER SERVICES
Andrew Hester, Public Works Department, answered questions about who pays the
different costs, standard language in franchise agreements, and the purpose of franchise
agreements.
Christopher Quinn, Prosecutor's Office, answered questions on the County's ability to
impose conditions and who pays which costs.
Brenner moved to hold in committee.
Tyler Schroeder, Executive's Office, stated the administration will schedule this item
again in two weeks before public hearing.
The committee concurred.
Brenner withdrew her motion.
OTHER BUSINESS
There was no other business.
