CALL TO ORDER
Committee Chair Todd Donovan called the meeting to order at 9:32 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Todd Donovan, Barry Buchanan, and Satpal Sidhu
Absent: None
Also Present: Barbara Brenner, Rud Browne, and Carol Frazey
COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. AB2019-133 RESOLUTION REQUESTING SUPPORT FOR WASHINGTON
STATE HOUSE AND SENATE BILLS RELATED TO: POLLUTION PREVENTION;
INCREASING HABITAT AND FISH ABUNDANCE; PROTECTION OF SOUTHERN
RESIDENT ORCA WHALES FROM VESSELS; AND IMPROVING THE SAFETY OF
OIL TRANSPORTATION
Councilmembers discussed bills in the State legislature and State regulations, efforts
to clean up the environment, Hearings Board jurisdiction, the possible source of acidic rain,
and the sizes of commercial fishing vessels.
Karlee Deatherage, Resources for Sustainable Communities, answered questions on
the southern resident orca migration areas, proposed amendments to proposed State
legislation, and potential regulation of pipeline and shipping industries.
Buchanan moved to recommend approval to the full Council.
Councilmembers discussed giving feedback to legislators on the proposed State
legislation, the proposed penalties to businesses for noncompliance in the State's bill, and
the variety of sources that negatively impact wild salmon populations.
The motion carried by the following vote:
Ayes: Buchanan and Sidhu (2)
Nays: None (0)
Abstains: Donovan (1)
