ROLL CALL Present: Barry Buchanan, Tyler Byrd, and Carol Frazey Absent: None Also Present: Barbara Brenner, Rud Browne, Satpal Sidhu, and Todd Donovan COMMITTEE DISCUSSION 1. AB2019-043 DISCUSSION OF PROPOSED ORDINANCE REPEALING AND REPLACING WHATCOM COUNTY CODE 1.28, STANDARDS FOR CORRECTIONAL FACILITIES Jeff Parks and Wendy Jones, Sheriff's Office, gave a staff report on items in the current County Code versus the existing state law and current policies and procedures. He answered questions. Councilmembers and staff discussed the best process for having policies and procedures available to the public; using the code as an index for the different section of the policies and procedures; how a member of the public can access department policies and procedures; periodic review of policies and procedures; how this section of the code originated; old rules about testing for tuberculosis; the roles of the Council and the Sheriff's office in determining policies and standards; following the international building codes for building standards; and the resources that would be necessary to keep updated policies and procedures available to the public on the County website. Buchanan stated this item will be held in committee. Councilmembers can send questions to Mr. Parks and Ms. Jones.
