AB2019-097 2019 SELECTION OF COMMITTEE CHAIR 22 23 Buchanan moved to appoint Councilmember Donovan as Committee Chair. 24 25 The motion carried by the following vote: 26 Ayes: Donovan, Buchanan, and Sidhu (3) 27 Nays: None (0) 28 29 30 SPECIALe$ESENTATION 31 32 1. AB2019-088 PARKS STAFF WILL MAKE A PRESENTATION ON THE BOAT 33 LAUNCH AT LIGHTHOUSE MARINE PARK, LOCATED IN POINT 34 ROBERT; THE PRESENTATION WILL INCLUDE A SUMMARY OF 35 THE CURRENT CONDITION, A BRIEF HISTORY OF THE 36 LAUNCH, SITE CONDITIONS, AND ON -GOING OPERATIONS 37 38 Mike McFarlane, Parks and Recreation Department Director, gave a staff report on 39 the future of the boat ramp and answered questions. 40 41 Rod Lamb, Parks and Recreation Department, submitted and read from a 42 presentation (on file) on the Lighthouse Marine Park boat ramp update. Options for council 43 consideration are additional funding for boarding float repairs in the amount of $50,000 or 44 moving the boarding float to another location. He answered questions. 45 46 Councilmembers and staff asked about similar launches in other locations; engaging 47 the community; costs of launching a boat at a private launch facility; and who is using the 48 launch currently. 49 50 McFarlane stated staff will engage the community at Point Roberts and then bring 51 back a supplemental budget request, at which time the Council can make a decision. 52 53 The Committee concurred. The Planning Unit has not approved a plan update. The Planning Unit voted to send letters to Ecology and the legislators notifying them of the status of the plan update process, and to continue to work on it past the February 1 deadline. He answered questions. Councilmembers and staff discussed whether there was a vote at the Council's January Surface Water Work Session meeting about bringing forward a plan to the Council; the next steps in the process; which information should be sent to the Department of Ecology; the plan approval process; amending the policy chart and forwarding it to Ecology; and whether the County Council has any role or authority in the plan update process, Buchanan moved to recommend that the County Council support the vote of the Planning Unit at the last meeting on January 23, to send the letters and the catalog of materials to Ecology and legislators. The motion carried by the following vote: Ayes: Donovan, Buchanan, and Sidhu (3) Nays: None (0) Councilmembers and staff discussed a meeting between a Department of Ecology representative and the Watershed Management Board. There was no other business.
