CALL TO ORDER
Committee Member Barbara Brenner called the meeting to order at 2:21 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barbara Brenner, Barry Buchanan, and Carol Frazey
Absent: None
Also Present: Todd Donovan, and Satpal Sidhu
1. AB2019-099 2019 SELECTION OF COMMITTEE CHAIR
Brenner moved to appoint Councilmember Brenner as Committee Chair.
The motion carried by the following vote:
Ayes: Brenner, Buchanan, and Frazey (3)
Nays: None (0)
1. AB2019-094 DISCUSSION REGARDING THE NEED FOR ADDITIONAL
STREET LIGHTS IN THE KENDALL AREA OF WHATCOM COUNTY
Ivy Little, stated she is a Kendall area resident and spoke on the need for additional
lighting in the area, and the lack of lighting being unsafe for pedestrians, drivers, kids, and
Sheriff's deputies. She answered questions about a lighting district.
Jon Hutchings, Public Works Department Director, gave a staff report on the history of
lighting improvements in rural Whatcom County, lighting district areas and processes, and
the department's role in creating and maintaining the districts. He answered questions about
lighting roads that aren't in special districts, whether the County ever needs to take over a
lighting district, and capital costs and getting the streetlights installed. He will work with the
Kendall community.
