8 Committee Member Tyler Byrd called the meeting to order at 2:50 p.m. in the
9 Council Chambers, 311 Grand Avenue, Bellingham, Washington.

23 Donovan moved to appoint Councilmember Byrd as Committee Chair.

32 1. AB2019-077 DISCUSSION WITH PLANNING AND DEVELOPMENT SERVICES
33 ABOUT POTENTIAL ZONING CODE AMENDMENTS RELATING TO THE DENSITY
34 CREDIT PROGRAM; DISCUSSION TO INCLUDE WHICH AMENDMENTS SHOULD BE
35 DOCKETED FOR FURTHER REVIEW

37 Matt Aamot, Planning and Development Services Department, submitted and read
38 from a presentation, and gave a staff report on the six recommendations, potential docket
39 items, and accessory dwelling units. He answered questions.

41 Karen Frakes, Prosecutor's Office, spoke on potential concerns about the
42 recommendations from the Growth Management Hearings Board and answered questions.

44 Councilmembers and staff discussed ensuring rural agriculture land versus benefits
45 to city amenities; requiring an owner occupied residence on lots that allow accessory
46 dwelling units; tracking where the funds are going through a purchase of development
47 rights (PDR) fund; and current areas that allow accessory dwelling units (ADUs).

49 Aamot stated he will bring this item to the Committee again in two weeks to continue
50 discussion of possibly docketing the recommendations.
