AB2019-096 2019 SELECTION OF COMMITTEE CHAIR 23 24 Frazey moved to appoint Councilmember Sidhu as Committee Chair. 25 26 The motion carried by the following vote: 27 Ayes: Sidhu, Byrd, and Frazey (3) 28 Nays: None (0) 29 30 31 COUNTY EXECUTIVE'S REPORT 32 33 Tyler Schroeder, County Executive's Office, submitted information (on file) and 34 reported on the courthouse exterior project. He answered questions on the current budget 35 and future budget projections, adding to the scope of the project, and potential savings. 36 More information and a supplemental budget request will come forward to the Council in 37 two weeks. 38 39 Rob Ney, Administrative Services Department, answered questions. 40 41 42 COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 43 44 1. AB2019-082 REQUEST FOR COUNTY COUNCIL TO APPROVE THE 45 CRIMINAL JUSTICE TREATMENT ACCOUNT PLAN 46 47 Byrd moved to recommend approval to the full Council. 48 49 Perry Mowery, Health Department, gave a staff report and answered questions. 50 51 Councilmembers and staff discussed sending this to the Incarceration Prevention & 52 Reduction Task Force, the plan approval process and funding requirements, and a deadline 53 for approval. AB2019-087 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO 7 ENTER INTO AN EDI INTERLOCAL LOAN AND GRANT AGREEMENT BETWEEN 8 WHATCOM COUNTY AND PORT OF BELLINGHAM IN THE AMOUNT OF $250,000 9 10 Tyler Schroeder, Executive's Office, answered questions. 11 12 Councilmembers and staff discussed getting more information from the Port of 13 Bellingham. 14 15 Byrd moved to hold in committee and ask for a presentation from the Port of 16 Bellingham. 17 18 The motion carried by the following vote: 19 Ayes: Sidhu, Byrd, and Frazey (3) 20 Nays: None (0) 21 22 3. AB2019-033 ORDINANCE AMENDING THE 2019-2020 WHATCOM COUNTY 23 BUDGET, REQUEST NO. 1, IN THE AMOUNT OF $778,500 24 25 Tyler Schroeder, Executive's Office, answered questions. 26 27 Byrd moved to amend to remove item two, to appropriate $35,000 to fund 28 completion of the Lake Whatcom funding process from the Flood Fund. 29 30 The motion failed by the following vote: 31 Ayes: Byrd (1) 32 Nays: Sidhu and Frazey (2) 33 34 Sidhu moved to recommend adoption to the full Council. 35 36 The motion carried by the following vote: 37 Ayes: Sidhu and Frazey (2) 38 Nays: Byrd (1) 39 40 4. AB2019-036 ORDINANCE AMENDING WHATCOM COUNTY CODE 2.108, 41 BELLINGHAM-WHATCOM COUNTY COMMISSION AGAINST DOMESTIC VIOLENCE, 42 EXPANDING THE SCOPE OF THE COMMISSION AND REFERRING TO INTERLOCAL 43 AGREEMENT WITH THE CITY OF BELLINGHAM 44 45 Byrd moved to recommend adoption to the full Council. 46 47 The motion carried by the following vote: 48 Ayes: Sidhu, Byrd, and Frazey (3) 49 Nays: None (0) 50 51 S. AB2019-040 ORDINANCE AMENDING WHATCOM COUNTY CODE CHAPTER 52 2.128, BUSINESS AND COMMERCE ADVISORY COMMITTEE, TO ADD ONE 53 ADDITIONAL MEMBER Finance and Administrative Services Committee, 1/29/2019, Page 2 1 2 Frazey moved to recommend adoption to the full Council. 3 4 Sidhu gave a staff report about adding a representative of the healthcare sector and 5 getting more input from women -owned businesses. 6 7 Councilmembers discussed concerns about including non-profit organizations or very 8 large corporations on the committee. 9 10 The motion carried by the following vote: 11 Ayes: Sidhu, Byrd, and Frazey (3) 12 Nays: None (0) 13 14 6. AB2019-089 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO 15 ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND 16 WASHINGTON STATE UNIVERSITY TO CONTINUE THE JOINTLY SHARED COSTS 17 FOR FACULTY POSITIONS AND PROGRAM SUPPORT FOR WSU EXTENSION IN THE 18 AMOUNT OF $215,951 FOR A TOTAL AMENDED CONTRACT AMOUNT OF 19 $1,999,276.90 20 21 Byrd moved to recommend approval to the full Council. 22 23 Tyler Schroeder, Executive's Office, answered questions on the costs of staffing for 24 the various programs. 25 26 The motion carried by the following vote: 27 Ayes: Sidhu, Byrd, and Frazey (3) 28 Nays: None (0) 29 30 7. AB2019-037 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO 31 ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND THE 32 CITY OF BELLINGHAM REGARDING THE CITY OF BELLINGHAM-WHATCOM COUNTY 33 COMMISSION ON DOMESTIC & SEXUAL VIOLENCE 34 35 Byrd moved to recommend approval to the full Council. 36 37 The motion carried by the following vote: 38 Ayes: Sidhu, Byrd, and Frazey (3) 39 Nays: None (0) 40 41 S. AB2019-081 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO 36 ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND 37 OFFICE OF CRIME VICTIMS ADVOCACY TO INCREASE ADVOCACY FOR CHILD 38 VICTIMS OF ABUSE OR NEGLECT IN DEPENDENCY COURT APPOINTED SPECIAL 39 ADVOCATES PROGRAM, IN THE AMOUNT OF $95,173.00 40 41 Byrd moved to recommend approval to the full Council. 42 43 Dave Reynolds, Juvenile Court Administrator, answered questions on how the funds 44 will be used on youth removed from homes due to abuse and neglect, not for juveniles who 45 have committed crimes. 46 47 The motion carried by the following vote: 48 Ayes: Sidhu, Byrd, and Frazey (3) 49 Nays: None (0) 50 51 4.
